(USI) is pleased to submit our letter of interest and offer professional construction inspection services to the City of South Bend for Contract R-43125 – Olive Street Phase II Road Improvements at RR Xing (Des. #1920178) in the LaPorte District. OUR TEAM IS ALL IN USI’s Construction Project Supervisor, Justin Sherman, will lead the charge! Justin has 13 years of experience working with the INDOT LaPorte District and federal aid projects, as well as many other locally funded projects within the City of South Bend. Mark Whitten will accompany Justin, acting as lead inspector. Both Justin and Mark’s history with Phase I of this project will be invaluable in the construction of Phase II. Since they have witnessed the utility and constructability concerns in Phase I, they can help to resolve these issues early on, which will reduce added costs, keeping the project on time. Their combined history of successful projects in the City of South Bend and INDOT district is irreplaceable. However, should a situation call for additional resources, USI has other experienced team members ready and available at our nearby LaPorte office. COMMUNICATION USI promises to reply to you within 24 hours to ensure a rapid response to any of your questions or concerns. Justin has a vast range of experience when dealing with property owners and concerned citizens who are not always on- board with the project. He will always remain professional and represent the interests of the City of South Bend. Justin will stay in direct contact with you by providing weekly updates on the projects progress. UTILITY RELOCATION EXPERIENCE Most federally funded projects in Indiana involve extensive utility challenges, which Justin and Mark had to face with Olive Street Phase I and are fully equipped to handle in Phase II. Their experience with the Norfolk Southern Railroad and the staff members of the utilities will benefit the City and allow them to deliver a quality project on time. If additional support is needed, our lead Utility/ RR Coordinator, Natalie Parks, PE, is available to assist. Together, they can work with the City of South Bend to make sure any utility obstacles are addressed before they become an issue.
