AUTHORIZED NEGOTIATOR
James Rice, PE
Partner
Director, Transportation Engineering
jrice@hwcengineering.com
(317) 981-1241 - Office
CITY OF SOUTH BEND
Inspection of Olive Street Phase 2 Road Improvements at
Railroad Crossing (Des # 1902178)
LAPORTE DISTRICT
WHY THE HWC TEAM?
We know roads.
The HWC team is experienced in all aspects
of road improvement projects from design
to inspection, having worked on projects
throughout Indiana, including several
roadway projects within Laporte District.
HWC continually manages these projects to
completion with their clients best interests in
mind from budget to constructibility. HWC is
committed to continuing to showcase their
inspection talents and lead the Olive Street
Phase II project to success. Our current
success on Phase I of Olive exemplifies this
commitment.
EXPERIENCED & SUCCESSFUL PROJECT
SUPERVISOR
Chris Holth has more than 29 years of experience managing construction projects
in Indiana both as a consultant and as a contractor. The projects he has overseen
range in construction cost from $250 thousand to $10 million. Most of these projects
have been with LPA clients like the City of South Bend. The quality of Mr. Holth’s
performance on these projects has led to his clients requesting he oversee future
work with them further exemplifying the extent of his abilities. He has received
performance scores on multiple past projects from INDOT in the +2, “Exceeds
Expectations” category. Mr. Holth is currently managing Olive Street Phase I, his
second project in South Bend which was awarded to HWC based on his performance
on a previous project. Managing this current phase of Olive Street makes him
intimately familiar with the Olive Street corridor. Mr. Holth has and will continue to
meet and even exceed the expectations set forth by the City of South Bend.
PARTNERSHIP & UNDERSTANDING
As stated above, Mr. Holth has been a part of construction as both a contractor and
construction inspector. This gives him a unique perspective on multiple aspects of the
projects he oversees as well as a better understanding of how to communicate and
partner with the Contractor. This impressive level of communication promotes smooth
and timely resolutions to issues that may occur during construction. Mr. Holth in turn
also has the experience and skillset required to propose a variety of constructibility
and cost saving options to his clients.
COMMITMENT TO SOUTH BEND
When selecting a firm for construction inspection, the South Bend engineering team
will need to consider several different attributes of the firm you choose to help
ensure you receive the best finished product possible. Is the firm familiar with our city
standards and staff? Does the inspection firm have any past relationships with the
design firm? Does the firm have a relationship with the potential contractors that will
bid this project? Do we have any past history with the individual proposed to lead
this project and what results did that person produce? HWC Engineering and Mr.
Holth can answer yes to all of these questions. In the last three years, he has helped
manage Western Avenue Streetscape Phase III and Olive Street Reconstruction Phase
I. Why risk selecting a firm that MAY deliver results when you already know HWC and
Chris Holth WILL deliver results.
RESPONSIBLE OFFICE
135 N.
