OU:1 a .,.
;j % x°. Department of
:Ivy:\ °1
-W =1 az Community Investment
1865 ..
Memorandum
Monday,January 07, 2013
TO: South Bend Redevelopment Commission
FROM: Bill Schalliol
SUBJECT: Professional Service Proposal - State Barricading Inc.
As part of the Union Station Technology Center project MOU #1,the City of South Bend prepared and
got approved the vacation of United Drive from South Street to Scott Street. The vacation was
approved by the Common Council in April, but it was not until October 22nd that the street was
formally closed.
As part of the closure process, the City coordinated with State Barricade to provide all of the
necessary road closure planning and associated equipment. The City does not own any equipment
for road closures so we needed to contract for this service.
It is anticipated that once the Ivy Tower property transfers to the Union Station ownership group this
spring, permanent closure elements will be implemented. The Union Station team has begun to
make steps to develop permanent closure elements at the South Street(northern end)of the
corridor. The plans for the permanent building addition to Union Station are being finalized and
should be constructed once the weather breaks in the spring.
The current payment period from October 22nd to December 1st generated a claim in the total of
$1,884.00. The rate for the barricades was based off of a daily charge amount. Because the rental
period will be more protracted than first expected, in coordination with staff at State Barricade, I
have asked for a proposal to maintain the barricade system until June 1, 2013. The projected
amount for this service period is $4,180.00. Staff would ask for a budget amount of$4,500.00 to
cover the projected amount and all outstanding claims.
Staff requests approval of this proposal.
227 W.JEFFERSON BLVD.
