_ g(1lPH <br />Community & Economic Development <br />1200 County-City Building, 227 West Jefferson, Sours Deno, indiond 46601 -1830 ♦ Phone 5741235 -9371 ♦ Fax 5741235-9021 <br />To: Redevelopment Commission <br />From: Ann Kolata & Bill Schalliol <br />Subject: Proposal from Weaver Boos Consultants LLC <br />Ivy Tower Facility Renovation Project <br />Date: July 23, 2012 <br />Attached is a proposal from Weaver Boos Consultants LLC for environmental services related to the <br />Ivy Tower Facility Renovation Project. As you are aware, the Commission has entered into a MOU <br />with Union Station Properties that includes environmental remediation at the current Ivy Tower <br />property. This included providing a Phase 1 and Phase 11 Environmental Assessment and <br />remediation of asbestos and lead based paint currently in the building. Recently we have determined <br />that a third environmental issue, transformers and associated PCBs, will need to be addressed as part <br />of the site clean-up. There are four transformer rooms and each unit within the rooms will need to be <br />investigated and likely need remediation. Also, the concrete floors of the transformer rooms need to <br />be investigated to determine whether PCB contamination is present and, if so, what remediation <br />needs to take place. Weaver Boos was selected to handle the remediation based on their work at the <br />former foundry demolition, handling a complicated remediation in a very efficient manner. Weaver <br />Boos will also assist us in coordinating the remediation work with the rehabilitation of the building <br />by the private developer, <br />The proposal outlines the following four tasks: <br />• Review the environmental information that is currently available and conduct a <br />comprehensive walk through of the property. This task also includes the coring of the floors <br />in the transformer rooms and the analysis of those samples. <br />• Prepare bid documents for the remediation work. <br />• Provide one hour on -call service during remediation and remediation oversight. <br />• Project management and coordination, <br />The work will be billed on a time and material basis. Weaver Boos assumed a two year time frame <br />for all of this work. If it is completed more quickly, then the number of hours billed could be <br />significantly less than the number of hours assumed for this proposal. The cost of the proposal is not <br />to exceed $198,720. The staff recommends approval of this proposal. <br />
