Community & Economic Development
227 West Jefferson, Suite 1200, South Bend, Indiana 46601 -1830 Phone 574/235 -9371 Fax 574/235 -9021
To: South Bend Redevelopment Commission
From: Jitin Kain, Senior CED Specialist A
Subject: Analysis and recommendation for Fellows St. project
Date: October 22, 2012
S- A C ►)
AA,` 1 1; P
o
• 78fS
As Commissioners are aware, several street alignment proposals have been made to address the traffic
projections claimed by INDOT for the Fellows /Ireland intersection. These proposals anticipate that about 25%
of the traffic projected (8,000 vehicles /day) at the intersection will move North on to Fellows St.
Each resulting proposal till date has included several options for property acquisition. Some residents have
spoken in support of the acquisitions while some have spoken against them. Additionally, several businesses
have expressed concerns about redirecting the commercial traffic away from the Main & Ireland Corridor.
As you know, this process has stretched over a long period of time causing anxiety and uncertainty among the
residents and businesses of this neighborhood. After months of meetings and discussions, the neighborhood is
seeking a decision on the last two alternatives that have been presented — Al & C1.
After analyzing all the relevant information including the desires of the neighborhood residents and
businesses, we have developed a modification of Plan Cl that does not cut off access to Fellows St. Our
analysis as well as this modified plan will be presented to you at the Commission meeting on October 25,
2012, as the staff recommendation for this project.
