INTER-OFFICE MEMORANDUM
DEPARTMENT OF PUBLIC WORKS
VENUES PARKS & ARTS
TO:
Linda M. Martin, Clerk
Board of Public Works
FROM: Patrick Sherman
SUBJECT: Muessel Grove Bathroom Renovation
DATE: 04/22/2020
th
On June 11, 2019, the Board of Public Works received bids for the above project. We received
one bid for $425,000. The bid was determined to be higher than the budget available for the project
and the bid was rejected. The project was re-scoped and then put out for public bid again with bids
th
, 2019. The lowest bid received was $375,000, which was again well above
received on October 8
the available budget.

Venues Parks & Arts would still like to pursue the project and has determined that it can perform
the work with its own workforce pursuant to Indiana Code 36-1-12-3. VPA has demonstrated the
skills, training, and expertise to carry out the public work. We will still contract out, through
quotes send to the Board of Public Works, the plumbing and electrical trade portions of the
project. We estimate the savings to be approximately $217,000 to do the work in this way. This
would enable us to still complete the project whereas we would not have been able to do it
otherwise. The breakdown of the work is estimated as follows:

Contracted portionEstimated Amount
Plumbing work $75,000
Electrical work $25,000
CMU Work $10,000
Total Contracted$110,000
Internally Performed Estimated Amount
Materials $17,900
Labor $26,700
Equipment$3,750
Total Internal $48,350
Total for project $158,350
We believe that it is in the public interest for Venues Parks & Arts to perform this project with its
own workforce and ask for the Board’s approval. With the Board’s approval, we will publish our
intent to do so as required by IC 36-1-12-3. Thank you, and feel free to let me know if you have
any questions.
Patrick Sherman
Project Manager, Venues Parks & Arts
