<br />RESOLUTION NO. 12-2020 <br />A RESOLUTION TEMPORARILY SUSPENDING BOARD OF PUBLIC WORKS CLAIMS <br />REVIEW MEETINGSAND PREAPPROVING CLAIMS PAYMENTS BY CITY CONTROLLER <br />WHEREAS, in response to the COVID-19 pandemic, national, state and local governmentleaders <br />and regulatory authorities have issued executive orders and directives for the continuation of essential <br />government services and operations, and the temporary suspension of non-essential government services <br />and operations; and <br />WHEREAS, the City of South Bend Common Council adopted Ordinance No. 9883-08, effective <br />City Controller, to make claims payments in advance of Board allowancenotwithstanding Indiana Code <br />§5-11-10; and <br />WHEREAS, the Indiana Board of Accounts issued State Examiner Directive 2020-1, on March 19, <br />2020,stating it will not take audit exception to local government units andboards that adjust their normal <br />procedures for approval of claimsduring the COVID-19public health crisis; and <br />NOW, THEREFORE, BE IT RESOLVED by the City of South Board of Public Works as follows: <br />1.TheBoard of Public Works Claims Review Meetings are temporarily suspended until the lifting of <br />the COVID19government operation restrictions. <br />2.While the COVID-19 government operation restrictions are in effect, the Board preapprovesthe <br />payment of claimsfor goods and services. <br />3.The City Controllerwillprovide the Board with a list of claims paid under this Resolution <br />forratification at each Board meeting occurring while the COVID-19government operation <br />restrictions are in place. <br />4.This Resolution is automatically rescinded upon the lifting of the COVID-19government operation <br />restrictions. <br />ADOPTED at a meeting of the Board of Public Works of the City of South Bend, Indiana held <br />electronically on April 14, 2020. <br /> <br />
