dete3 <br />justi: <br />whicl <br />with <br />(No. 7) <br />RESOLUTION <br />WHEREAS, the South Bend Redevelopment Commission, has <br />nined that the four appraisers selected possess qualifications <br />ring the expectation that they will furnish appraisal reports on <br />the Commission and the Housing & Home Finance Agency can act <br />;onfidence, and that they will be able to support their conclusions <br />ly in the event of investigation or court proceedings; and <br />WHEREAS, the appraisers have represented to the satisfaction <br />of the South Bend Redevelopment Commission that they do not have any <br />interest, present or prospective, that could reasonably be construed <br />either to impair their ability to furnish impartial reports, or to raise <br />any question as to their impartiality or fairness; and <br />and <br />basic <br />has c <br />WHEREAS, the proposed contracts conform to the Housing & <br />Finance Agency standard form of appraisal contract No. H -639; <br />WHEREAS, the South Bend Redevelopment Commission, on the <br />of inquiries among other users of professional appraisal services <br />:termined that the compensation to be paid is: <br />(a) fair and proper under all circumstances; <br />(b) at rates that do not exceed what typically would be <br />paid in the locality for equivalent services, based <br />on compensation that has been paid and is being <br />paid by others for similar services; <br />(c) the compensation to be paid is within the limitation <br />of the approved budget on the amount available for <br />such services.; and <br />WHEREAS, the proposed contract for the selected selected appraisers' <br />services will fulfill the needs and requirements of the project and will <br />best serve the interest of the project with due regard for the objective <br />of holding the expense to a minimum; <br />NOW, THEREFORE, the following individuals are hereby <br />designated to each appraise 1/4 of the Sample Street Redevelopment <br />Area, for an overall fee of $1, 750 each, with court appearance to be <br />compensated at the rate of $100 per full day and $50 for 1/2 day or less. <br />J.
