Z__ Cl)
SUUTy 6e
Community & Economic Development
iB65
1200 County -City Building, 227 West Jefferson, South Bend, Indiana 46601 -1830 Phone 574/235 -9371 Fax 574/235 -9021
To: Board of Public Works, South Bend Redevelopment Commission
From: Jitin Kain, Senior CED Specialist.*-
Subject: Amendment to Addendum to Master Agency Agreement for
Eddy Street Corridor Conceptual Streetscape Study
Date: February 9, 2012
Attached to this memorandum is Resolution No. 3008 and Amendment to the Addendum To Master
Agency Agreement for Eddy Street Corridor Conceptual Streetscape Study which was approved by
the Commission on December 13, 2011.
The study area for the above mentioned project includes the Eddy St. corridor from Campeau to
Colfax. Per their contract, DLZ completed a review of the area with some initial streetscape
concepts in early January and presented their results to the NNRO and City representatives. Part of
this concept included the continuation of a 10' multi - purpose trail from SR23 down Eddy St. Initial
concepts showed the multi - purpose path ending at Madison St. due to inadequate space as some
established building footprints were too close to the right -of -way line. It was determined that the
connecting this path from Madison St. to existing City paths and bike lanes was essential to serve
pedestrians and bicyclists, therefore alternate routes were to be sought.
Staff is proposing to expand the study area and add a few additional blocks on the West side of the
street to connect the Eddy St. multi - purpose path to the Colfax Ave. bike lanes. DLZ has submitted
a new proposal for this expanded area which includes the following scope:
1. Record street measurements along Cedar, Madison and Frances St.
2. Conduct windshield survey of the expanded area documents existing street amenities
3. Review St. Joseph High School site plans along Notre Dame Ave.
4. Schedule additional meetings with St. Joseph High School and City representatives
5. Develop an alternate route for the bicyclists and estimate construction costs.
The total cost of these services is $6,700. NNRO will split this fee with the Commission and cover
25% of the costs equaling $1,675. Staff requests approval of $5,025 in NNDA funds to cover
additional project expenses and the attached Resolution 3008 as well as Amendment to the
Addendum To Master Agency Agreement for the Eddy Street Corridor Conceptual Streetscape
Study.
What We Do Today Makes A Difference!
