On September 27, 2011, the Commission approved Staff to begin the process of expanding the boundary of the South Bend Central Development Area. On October 25, 2011, the Commission approved Resolution No. 2951, a Declaratory Resolution to expand the boundaries of the South Bend Development Area, expand the allocation area for the purposes of Tax Increment Financing and amend the Development Plan for the South Bend Central Development Area. On November 15, 2011, the St. Joseph County Area Plan Commission, the official planning body for the City of South Bend, approved Resolution No. 223 -11, which approved, ratified, and confirmed Resolution No. 2951, determining that it conforms to the plan of development for the City. On November 28, 2011, the South Bend Common Council, the municipal legislative body for the City, approved Resolution No. 4133 -11, which approved, ratified, and confirmed the Area Plan Commission's Resolution No. 223 -11. The final process in expanding the Area, expanding the allocation area for Tax Increment Financing and amending the Development Plan is the Confirming Resolution before you today.
