6 A (1) <br />ure <br />o q`1i� iii) „10 <br />Community & Economic Development <br />1tts <br />1200 County -City Building, 227 West Jefferson, South Bend, Indiana 46601 -1830 Phone 574/235 -9371 Fax 574/235 -9021 <br />To: Redevelopment Commission <br />From: Bill Schalliol, ACED <br />Subject: Professional Service Pr osal - Wightman Petrie <br />Union Station Project <br />Date: November 17, 2011 <br />Attached to this memorandum are two proposals from Wightman Petrie related to various study <br />components of the Union Station Project. At this time, the Union Station Project encompasses a <br />planning study area bounded by South Street on the north, Lafayette Boulevard on the east, Sample <br />on the south, and Scott Street on the west. <br />The first component part of this request is a master plan proposal for the project area. Various <br />City staff have been working with the private sector development group on coordinating various <br />elements of this two stage project. At this point, the planning team needs to begin a master <br />planning process to understand the impacts of this project on traffic circulation, building density <br />development, site constraints, and other general conditions of the project area. The planning <br />proposal will allow the team to model various scenarios and to look at the big picture effects of the <br />decision making process. The proposal amount for the master plan is $11,150.00. <br />The second component part of this request is a street vacation proposal to perform the various <br />steps necessary to vacate a section of United Drive from the intersection of South and Taylor to the <br />intersection of United and Scott. The street vacation will be prepared, but it will not be submitted <br />until the master planning process has been completed so that all agencies involved in the vacation <br />process will be able to make informed decisions and provide appropriate support and approval for <br />the street vacation. The proposal amount for the street vacation proposal is $6,550.00. <br />The third component part of this request is a Phase 1 ESA and associated environmental testing <br />(asbestos and lead based paint) to be performed on the Ivy Tower facility and site. Incorporation <br />of the Ivy Tower property into the project is the major part of Phase two of this project. The project <br />team has Phase 1 and 2 information for the other properties involved with this project (i.e., <br />Millennium parcel, Public Works Service Center, Police Station) but baseline environmental <br />information needs to be gathered for this property. The proposal amount for the environmental <br />study is $29,500.00. <br />Staff respectfully requests approval of a total professional study budget of $47,200.00. <br />What We Do Today Makes A Difference! <br />
