vre s <br />• r a n • u rn 04 ,t <br />Community & Economic Development <br />1200 County -City Building, 227 West Jefferson, South Bend, Indiana 46601 -1830 Phone 574/235 -9371 Fax 574/235 -9021 <br />To: Redevelopment Commission <br />From: David Relos, Economic Development Planner <br />Subject: Professional Services Agreement — Wightman Petrie Inc. <br />Phase II — Troeger site at Jefferson & Niles <br />Date: September 13, 2011 <br />The attached Professional Services Agreement is a proposal from Wightman Petrie Inc. <br />(WPI) for a Phase II site assessment at the former Troeger Sheet Metal site at Jefferson & <br />Niles. This site is bounded by Washington on the north, Niles to the west, Jefferson on the <br />south, and the north / south alley to the east. <br />In 2010 the Commission approved a Phase I for this site, which was acquired later that <br />year. As was noted in this Phase I, there was a Recognized Environmental Condition <br />caused by leakage from the former 6,000 gallon underground storage tank (UST). <br />When this UST was removed in 2003, the levels of certain petroleum based chemicals were <br />above residential levels. No soil testing has been completed since. <br />On June 28, 2011, the Commission approved an Agreement for Sale of Land for Private <br />Development for this site. This development will include residential town homes. <br />Because the soil has not been tested for approximately eight years, and because of this <br />sites proximity to the river, it is possible the chemical levels are now below residential <br />levels. To determine chemical levels now, and where exactly they may be, a Phase II is <br />needed. <br />This Phase II will encompass a Ground Penetrating Radar Survey; four Geoprobe soil <br />samples, with two soil samples from each being tested; and a Geoprobe well installation for <br />ground water testing. <br />Total project services cost is a not to exceed of $6,535. <br />Staff requests approval of this Professional Services Agreement, to allow a Phase II <br />environmental site assessment to be completed to determine the current status of this <br />property. <br />What We Do Today Makes A Difference! <br />
