TOPPEI. <br />DIRECTOR <br />May 19, 2011 <br />The Honorable Redevelopment Commission <br />Of the City of South Bend <br />1200 County -City Building <br />South Bend, Indiana 46601 <br />RE: 521 Eclipse Place <br />Dear Honorable Redevelopment Commission: <br />The Department of Code Enforcement is seeking an additional $300,000 dollars from the Airport TIF <br />fund for the rehab and construction of an animal shelter located at 521 Eclipse Place, South Bend, <br />Indiana. <br />In February of 2010, we requested and were approved for 1.5 million dollars from the Airport TIF fund <br />for the construction of a proposed animal shelter. At that time, specific building plans did not exist, only <br />conceptual plans. <br />The Board of Public Works advertised and accepted bids on June 24, 2010. Unfortunately, all bids <br />received were over budget. Based on that information, our department in conjunction with the architect, <br />the City Engineer, Carl Littrell, began a revision of all the bid specifications looking for cost <br />effectiveness. In November of 2010, Jonathon Burke, Energy Director for the City of South Bend also <br />reviewed the bid specifications and plans to determine whether energy efficiencies could be utilized in the <br />construction of the shelter. <br />At this time the additional monies for the construction is needed for the following. <br />1) The construction of the shelter with revised bid specifications, for cost effectiveness will likely be <br />more than the $1,350,000 remaining in the budget for the shelter. <br />2) Install energy efficient geo- thermal mechanical system. This will allow sustainable energy cost <br />savings over the life of the shelter <br />3) Soft costs for the construction of the shelter were not fully known at the time of the initial <br />request.
