SOUT$ A,t,. <br />Community & Economic Development <br />1200 County -City Building, 227 West Jefferson, South Bend, Indiana 46601 -1830 Phone 574/235 -9371 Fax 574/235 -9021 <br />To: Redevelopment Commission <br />From: Bill Schalliol, Economic Development Planner <br />Subject: Professional Service Proposal - Wightman Petrie, Inc. <br />Michiana Lock & Key Demolition & Site Reconstruction Project <br />Date: May 3, 2011 <br />Attached to this memorandum is a multi -step professional service proposal from Wightman Petrie to <br />provide services to the City for the demolition of the former Michiana Lock & Key property and the <br />associated site redevelopment. <br />The proposal covers the general tasks related to demolition planning including the following: <br />1. Phase 1 Environmental Site Assessment <br />2. Ground Penetrating Radar Survey <br />3. Survey for Asbestos - Containing Materials <br />4. Demolition Specification Preparation <br />Task 2, the Ground Penetrating Radar Survey, which has become a new demolition planning item, <br />has become important to this specific demolition planning as local lore suggests that a railroad box <br />car might be buried in the parking area of the site. If that is the case, we need to understand where <br />additional site work might be needed during the demolition phase of this project. <br />This proposal also covers a fifth task which is Site Layout and Construction Design Services. As <br />part of the reuse of the site in conjunction with the Coveleski Park plan, a site plan and construction <br />drawings need to be prepared to develop a connector driveway between Monroe Street and the <br />adjacent parking area to the south as well as walk and driveway replacement plans and a code <br />compliant landscape plan need to be prepared for the property. The reuse of the site will be for <br />parking and transportation connectivity. <br />The total proposal amount is $13,500.00 and staff requests a not to exceed approval of $15,000.00 <br />to cover unforeseen expenses related to site investigation and testing. <br />Staff request approval of this proposal. <br />What We Do Today Makes A Difference! <br />
