The Certificate of Achievement represents the highest form of recognition in <br /> the area of governmental accounting and financial reporting, and South Bend has <br /> received this award for the past consecutive fifteen years. <br /> The City's Department of Administration and Finance prepares this financial <br /> report. An impartial panel of judges reviewed and rated the performance based on <br /> financial reporting techniques and "spirit of full disclosure" in portraying the City's <br /> financial story and encouraging other user groups to read the CAFR. <br /> The Government Finance Officers Association of the United States and Canada <br /> (GFOA) is a nonprofit professional association serving approximately 16,000 <br /> government finance professionals with offices in Chicago, Illinois, and Washington,D.C. <br /> -30- <br />
