Attached to the Addendum is a copy of the professional <br />services proposal from Lawson-Fisher Associates P.C. to provide project design services for the <br />development of construction drawings and right-of-way plans for the development of the connector <br />roadway. <br />In December 2002, the Redevelopment Commission approved and confirmed by resolution the <br />designation of the South Side Development Area. As part of the development process, the staff <br />working with a local consulting firm developed a land use and infrastructure master plan for the <br />entire development area. One of the infrastructure concepts that was proposed in the plan was the <br />Main-Lafayette Crossover. The purpose of the crossover was to move south bound Main Street <br />traffic to Lafayette Boulevard which was to become a new signalized intersection and entrance into <br />the proposed Erskine Commons development. The crossover would also have an east-west <br />component that would connect Michigan Street into the Kerasotes Theater complex to allow <br />development of outlot parcels at the theater site as well as bring more visibility and access to the <br />theater. <br />In 2010, as part of a refresh of the infrastructure element of the master plan, the crossover project <br />was re-studied and location of the crossover roundabout was moved to the north and the connector <br />leg to the east was moved to connect into Barbie Street extended. Lawson-Fisher Associates P.C. <br />was the firm involved with the redesign and schematic process for this project. <br />Because of the success of the Erskine Commons site and the overall health of the TIF Allocation <br />Area in the South Side Development Area, funding will be available over a period of years to <br />complete this project and create new development sites, improved infrastructure and circulation <br />within this section of the development area. <br />The next step in the process for this project is to complete construction drawings and right-of-way <br />plans to assist in right-of-way acquisition and design. Staff requests approval of Resolution 2749 <br />and the Addendum To Master Agency Agreement for the Main-Lafayette Connector Project. <br />What We Do Today Makes A Difference! <br />
