The properties are the former EMI property at 2020 S. Main Street and the former Millennium Environmental property at 604 S. Scott Street. The County obtained title to the property through the tax sale process and is conveying them to the Commission for $1 per parcel. We have worked with environmental legal counsel to obtain a "Comfort Letter" for each property from the Indiana Brownfields Program. We've received the letter for the EMI property and expect the letter for the Millennium property sometime this week. If the letter for the Millennium property does not come by the time of your meeting I request that you approve the resolution subject to receipt of that letter. The purpose of the Comfort Letter is to protect the Commission from environmental liability for the property. Our plans are to demolish both properties and make the land available for new development. The Indiana Department of Environmental Management has agreed to complete a remediation of the soils at the Millennium property and we will coordinate our demolition with them so that they can complete their cleanup.
