The sub-grant for this <br />project would be from the EPA funded American Recovery and Reinvestment Act (ARRA) grant to <br />the City of South Bend of $360,000. Under the terms of the grant from EPA, eligible units of <br />government may apply for asub-grant of up to $200,000. There are currently two other approved <br />projects for use of these grant funds: asbestos abatement at Good Shepherd Montessori School and <br />remediation of metals in the former railroad property located south of the former stamping plant. I <br />do not believe that these projects will use all of the grant funds. Because of that I am recommending <br />that the Commission request asub-grant for soil remediation at the former stamping plant property <br />with the understanding that the project will use the balance remaining in the grant after the two <br />projects listed above have finalized their sub-grants. <br />Much of the remediation at this property took place during the demolition of the stamping <br />plant. However, several portions of the site still need remediation. Investigations have identified <br />chemicals of concern (COCs) in soils that include volatile organic compounds (VOCs), semi-volatile <br />organic compounds (SVOCs), total petroleum hydrocarbons (TPH) and metals. The requested funds <br />will be used to remediate soils containing some or all of these COCs. <br />If you agl•ee to submit these applications they will be forwarded to the Board of Works for <br />approval.
