The sub-grant for this project would be from the EPA funded American Recovery and Reinvestment Act (ARRA) grant to the City of South Bend of $360,000. Under the terms of the grant from EPA, eligible units of government may apply for asub-grant of up to $200,000. There are currently two other approved projects for use of these grant funds: asbestos abatement at Good Shepherd Montessori School and remediation of metals in the former railroad property located south of the former stamping plant. I do not believe that these projects will use all of the grant funds. Because of that I am recommending that the Commission request asub-grant for soil remediation at the former stamping plant property with the understanding that the project will use the balance remaining in the grant after the two projects listed above have finalized their sub-grants. Much of the remediation at this property took place during the demolition of the stamping plant. However, several portions of the site still need remediation. Investigations have identified chemicals of concern (COCs) in soils that include volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), total petroleum hydrocarbons (TPH) and metals. The requested funds will be used to remediate soils containing some or all of these COCs. If you agl•ee to submit these applications they will be forwarded to the Board of Works for approval.
