On June 20, 2003 the Redevelopment Commission authorized submission of an Application to the Indiana Voluntary Remediation Program for soils in Studebaker Area B, located north of Sample Street and south of the railroad tracks. This application was accepted by IDEM on October 8, 2003 and assigned VRP #6030903. We were informed at that time that a Voluntary Remediation Agreement would be submitted to us for signature. Prior to getting that Agreement we had several conversations with IDEM concerning the Studebaker/Oliver Project and our VRP applications for all of the areas. It was decided that rather than having a new Agreement for Area B, IDEM would amend the Agreement then in place for Oliver Area C by adding Area A Soils, Area B Soils and Groundwater for Areas A, B and C. This Amendment was approved by the Commission on February 18, 2005 and by IDEM on March 17, 2005. Since Area B Soils was admitted to the VRP program the Commission has not undertaken activities in the area. Instead the Commission has focused on Oliver Area C and Studebaker Area A. Last week we met with IDEM concerning the progress of our VRP projects and agreed that since the Commission does not own any property within Area B and has not yet identified environmental conditions that need remediation (if any), this area should be withdrawn from the program until a later date.
