� T�) () <br />nCommunity o d & Economic Development <br />1200 County -City Building, 227 West Jefferson, South Bend, Indiana 46601 -1830 Phone 574/235 -9371 Fax 574/235 -9021 <br />To: Redevelopment Commissioners <br />From: David Relos, Economic Development Planner �, <br />Subject: Property Information for Resolution No. 2657 <br />Date: March 05, 2010 <br />On January 15 and February 19, 2010, the Commission approved Staff to begin the <br />process to study acquisition target areas in the Airport Economic Development Area. <br />This process included the gathering of information on the parcels to be added, and an <br />estimation of costs associated with the acquisition and redevelopment of these <br />properties. Staff has broken these areas into four study groups, which are listed <br />below. The information which follows is a summary of Staff's findings: <br />Area 1: Ignition Park South <br />The entire area north of Indiana Avenue, between Franklin on the east and Prairie on <br />the west, was identified as weak residential in the 1995 Rum Village Neighborhood <br />Action Plan, and as far back as 1971, as the logical southern boundary of the <br />Studebaker Corridor redevelopment area. This area is plagued by vacant lots, empty <br />housing, and substandard commercial and rental units. Staff in the past met twice with <br />the Rum Village Neighborhood Association, which strongly supports the <br />redevelopment of this area. <br />This study area encompasses the west side of Taylor Street as its eastern boundary, <br />and Prairie Avenue as the western boundary. This area consists of 50 vacant lots, 6 <br />vacant businesses, 9 vacant houses, and what appears to be 45 occupied homes and <br />11 small businesses. Of the 128 parcels in this area, 15 are currently owned by the <br />City, 4 are owned by the Rum Village Neighborhood Association, and 7 are owned by <br />the rail road. Twenty -four of these properties are currently up for tax certificate sale, <br />and in an effort to minimize cost, Staff has registered and will bid on these properties. <br />Also included in this study area are the six formerly owned Burton parcels that were <br />donated to the Board of Public Works when the Waste Management property north of <br />the tracks was purchased by the Commission in 2008. The inclusion of these parcels <br />will allow title to be transferred from the Board to the Commission. <br />What We Do Today Makes A Difference! <br />
