With Lafayette Street and William Street, the main <br />corridors through the project area, being both one-way and two-way streets, the current <br />intersection layout at Western and Lafayette being less than efficient with confusing striping <br />and awkward signal timing, a proposal to add bicycle circulation elements onto the streets <br />and an abundance of signalized intersections that might not be necessary, it is time in the <br />planning process to do a focused plan for the transportation network in and adjacent to <br />Coveleski Park. <br />Attached is a proposal agreement from Wightman Petrie to complete an analysis and <br />develop a traffic design for the conversion of Lafayette and William to a two way traffic <br />system. Wightman Petrie was hired by the Commission in Fall 2008 to complete some <br />concept drawings and I have attached those for your review. The attached proposal will <br />expand the concept plan and includes intersection traffic counts and modeling, review of <br />equipment, site survey of key intersections and the creation of a design and plan for <br />implementation. All work on this project will be coordinated through Engineering and <br />C&ED. <br />The Commission is being asked to authorize the expenditure of funds from the South Bend <br />Central Development Area TIF Bond to fund the attached professional service contract with <br />Wightman Petrie. The contract will allow Wightman Petrie to advance the planning and <br />design so that we can begin the process to make the conversion of the network in 2010. <br />The cost of the proposal is $127,360.00, and staff would request approval of a project <br />budget at aNot-to-Exceed Amount of $130,000.00. <br />Staff requests approval of the project proposal for the attached contract. <br />Staff additionally requests approval of Resolution 2648 -Resolution of the South Bend <br />Redevelopment Commission Approving And Authorizing The Execution Of An Addendum <br />To The Master Agency Agreement and the Addendum To The Master Agency Agreement <br />which will be forwarded to the City of South Bend Board of Public Works for approval and <br />What We Do Today Makes A Difference! <br />
