2016 Annual Report from the Department of Community InvestmeFVled in Clerk's Office MAY 17 2017 1) Safe Community for Everyone KAREEMAH FOWLER • Supported Police Patrols in neighborhoods with 56,230 residents CITY CLERK,SOUTH BEND,IN • Supported Homeless Services in 5 shelters—serving over 1200 individuals anct c en(Ails Ministries/YSB/CFTH/LTC/YWCA) • Supported Tenant Based Rental Assistance for 17 mentally ill residents • 37 Owner Occupied Rehabs to address failing/poor items as well as items allowing elderly to remain in their homes • Support of Permanent Supportive Housing 32 unit development(FUSE) 2) Robust, Well-Planned Infrastructure • Major completion of downtown two way conversion • East Jefferson Complete Street restriping 3) Strong Inclusive Economy • Cultivated an economic environment conducive to private investment($261M in 2016) • Creating a vibrant residential downtown(nearly 300 residential units downtown plus an additional 400 at ESC II) • Developing downtown residential exactly in line and on pace with market study • Announced over 300 jobs (additional 125 if you count early 2017) • Focused assistance to medium and small sized businesses • Spent nearly$500,000 on workforce development focused on training and placing workers • Relinquishing responsibilities that shouldn't be on the City i.e. selling Blackthorn and other vacant City owned commercial land/properties • Support of Bridges ERN - Employer Resource Navigator position to assist with retention; partners are 3 local businesses and Community Foundation; 220 unique employees served addressing 427 service issues; 100%retention rate • 7 Phase 1 Brownfields assessments 4) Thriving Public Spaces and Culture • Riverfront Parks and Trails planning process including $5 million dollars in Regional Cities Funds • Creation of TIF strategy focused on funding quality of life/VPA projects long term 5) Vibrant, Welcoming Neighborhoods • 188 Properties removed from Vacant and Abandon(V&A) List • 3 formerly V&A properties rehabbed with 3 new homeowners (who invested $11,152.20 in total (20%private investment) based on a$10,000 grant/property)through partner UEA • 13 new low/mod homeowners supported through CHC homeownership subsidies; leveraged with over$1 M in private mortgage financing • 4 properties acquired,rehabbed and sold to low/mod families • 8 Fagade grants totaling $187,000 in matching funds. 6) All Residents Empowered with Education, Mobility, and Technology • 290 Counseled: 188 Mortgage delinquency, 85 Pre-Purchase and 17 Post Purchase • 75 Mortgage Delinquency cases closed; 56 maintained residency through Counseling (REMINDER —Counseling staff facilitate a process with decisions made by other parties/programs i.e. courts)
