~ ~ ~ ~~ <br />• 1 ,~y -SOU TN y "sP <br />~O~ .~,1ia~ ~ ~~p <br />~~~ <br />Community & Economic Development ~~ ~~~'s~~~ <br />_~ <br />1865_ <br />1200 County-City Building, 227 West Jefferson, South Bend, Indiana 46601-1830 Phone 574/235-9371 Fax 574/235-9021 <br />To: Redevelopment Commission <br />From: Bill Schalliol, Economic Development Planner <br />Subject: Proposal for Supplemental Environmental Services - Phifer Environmental <br />Main & Western Disposition Parcel <br />Date: November 16, 2009 <br />As a result of the Phase I and II site investigations that have been performed on the Main <br />and Western Disposition Parcel, an additional level of testing needs to be done to verify and <br />quantify potential future actions that must occur on-site to prepare the parcel for disposition. <br />The site investigation done using the Ground Penetrating Radar (GPR) system determined <br />that there are two areas of concern that require further investigation. One of the two sites <br />likely contains one but potentially two underground storage tanks. There are no records of <br />tanks being placed or removed on the site and therefore we need to do further discovery to <br />determine if these echoes are tanks or something else. Adjacent to the potential tank <br />locations, the GPR discovered a section of "disturbed soils" that contained potentially <br />unsuitable soils that were quantified and processed while doing the Geotechnical Probes for <br />soil and ground water testing. The readings on the soils were not of great concern except <br />for a pocket of materials near the depth of the probe which might need to be removed <br />pending review of further results. <br />A site investigation is being done on Wednesday (November 18th) to determine the final <br />scope of work that might be associated with the potential tank locations and a copy of a <br />revised proposal and staff report will be forwarded to you prior to this Friday's meeting. <br />What We Do Today Makes A Difference! <br />
