Jefferson Blvd. <br />South Bend, IN 46601 <br />Dear President Scott, <br />Filed in Clerk's Office <br />S <br />KAREEMAH FOWLER <br />CITY CLERK, SOUTH REND, IN <br />September 21, 2016 <br />I am respectfully requesting the Common Council to consider the administration's ordinance to expand the existing <br />Parks Department to include other organizations within Venues, Parks, and Arts and to create a new department of <br />Innovation and Technology. This proposed ordinance will promote more efficient and effective administration of <br />city services, particularly through the centralization of resources and specialization of services among previously <br />fragmented city units. <br />As you know, the South Bend Municipal Code, Chapter 2, Article 4, Sections 2 -13 list city departments and their <br />core functions. This ordinance is necessary to realize the visions that our Parks Director and Chief Innovation <br />Officer outlined in their budget presentations and numerous other discussions over the past year. Venues, Parks, <br />and Arts encompass several organizations that have a shared mission to improve the quality of place in South Bend <br />—a priority shared by the Common Council, the administration, and the residents we serve. The Common Council <br />has already organized in this fashion through its PARC (Parks, Recreation, Cultural Arts & Entertainment) <br />Committee. The Department of Innovation and Technology enables the City to provide forward looking services as <br />we increasingly rely on information and technology. This department will also help make our services more <br />transparent and efficient. In addition to gaining efficiencies, these structural changes will enable the city to offer <br />the best possible experiences for South Bend residents and visitors. <br />Mayor Pete Buttigieg or I on his behalf will present this bill to the Common Council at the appropriate committee <br />and council meetings. We are filing this bill today so that it is ready to receive 1st reading on September 26, 2016 <br />and 2 11 and 3rd readings on October 10, 2016, the same meeting that the budget related ordinances are scheduled. <br />Thank you for your consideration of this request.
