<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the
<br />(Council Chambers, Monday, March 11, 1957, at 8 :10 P.M., with all members present escept Councilman Muszyn§ki. Council -
<br />'man Carr, Chairman, presided.

<br />lGentlemen:
<br />Before you on Monday, March 11th, is an ordinance which calls for an additional appropriation of $2,010 to provide an
<br />increase in salary for the Director of Planning of the City.
<br />The granting of a salary increase to a city employee after the budget for such salary has been set is an unusual pro-
<br />cedure and one which we believe would set a dangerous precedent.
<br />The granting of an increase to one employee at this time would be unfair; it suggests favoritism to one individual
<br />when there are many city employees, some of long years of service, who are performing equally well in their respective
<br />city positions.'
<br />The proposed increase in salary to the Director of Planning would bring the total to $9,000 which would make it second
<br />only to the salary of the Mayor. There is also no indication as to whether this amount is for a full year or the
<br />balance o£ x957, and for what period of 1957.
<br />Any salary increase at,this time completely upsets the salary schedule as set by you for 1957. Your own salaries
<br />were set at the beginning of a new year (and even new term) as were all city employees. Furthermore the city salary
<br />bill now being enacted by the State Legislature was amended to be effected at the beginning of 1958.
<br />The 1957 budget provided an increase in this particular, salary of $90 which was the same as received by all other
<br />city employees. But there was also granted a $500 item which is being paid to the Director of Planning in his
<br />capacity as Secretary of the Board of Zoning.Appeals. This total increase of $590 was greater than that received
<br />by any other city employee.
<br />The Civic Planning Association earnestly requests that no change be made in the salary for the Director of Planning
<br />or any other city employee until January 1, 1958 the effective date of the 1958 budget, when all city employees
<br />can be given equal consideration.

<br />Councilman Korpal made a motion that the Communication be accepted and placed on file. Councilman Kroll seconded the
<br />motion. Motion carried.

<br />AN ORDINANCE TRANSFERRING AND APPROPRIATING FROM THE GENERAL FUND THE SUM OF $1,900.00 TO OFFICE OF
<br />THE BOARD, ACCOUNT H -726, OTHER EQUIPMENT (PUBLIC-ADDRESS SYSTEM), AND FROM ELECTRICAL DEPARTMENT
<br />ACCOUNT V -38, GENERAL SUPPLIES, THE SUM OF $172.50 TO ELECTRICAL DEPARTMENT ACCOUNT V -725, OFFICE
<br />EQUIPMENT (TYPEWRITER) ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957 AND
<br />DECLARING AN EXTRAORDINARY EMERGENCY.
<br />Proponents and opponents were given an opportunity to be heard on this matter. Councilman Korpal made a motion that
<br />the Ordinance go to the Council as favorable. Councilman Kroll seconded the motion. Motion carried.
<br />IORDINANCE
<br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $30,000.00 TO OFFICE OF CONTROLLER, ACCOUNT B -60,
<br />CURRENT CHARGES (SPECIAL U. S. CENSUS) ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA,
<br />FOR 1957 AND DECLARING AN EXTRAORDINARY EMERGENCY.
<br />ICouncilman Erler made a motion that the Ordinance be stricken from the record. Councilman Korpal seconded the motion.
<br />Motion carried.

<br />PERSONAL, ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957 AND DECLARING AN
<br />EXTRAORDINARY EMERGENCY.
<br />Proponents and opponents were given an opportunity to be heard on this matter. Councilman Hahn made a motion that
<br />the Ordinance go to the Council as favorable. Councilman Tellson seconded the motion. Motion carried.
<br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $2,010.00 TO CITY PLAN COMMISSION ACCOUNT 11, SERVICES
<br />PERSONAL, ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957 AND DECLARING AN
<br />EXTRAORDINARY EMERGENCY.
<br />Proponents and opponents were given an opportunity to be heard on this matter. Councilman Hahn made a motion that the
