COMMITTEE OF THE WHOLE MEETING <br />JUNE 13, 1966 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers in the City Hall on Monday, June 13, 1966 at 8:00 P.M., with all members present <br />except Councilmen Hunter, Allen and Geib. The meeting was called to order by Chairman Edwin T. Smith, who <br />presided. Councilman Smith introduced Reverend Lester H. Bill, First Methodist Church, who gave the invocation. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATION FROM <br />THE GENERAL PARK FUND IN THE AMOUNT OF $11,000.00 <br />TO ACCOUNT 251 (REPAIRS TO BUILDINGS AND STRUCTURES), <br />AND 51 (INSURANCE & PREMIUMS) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Ralph Newman, Park <br />Department Superintendent. Councilman Laven made a motion that the Ordinance go to the Council as favorable. <br />Councilman Szymkowiak seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AUTHORIZING THE SALE AND CONVEYANCE <br />OF REAL ESTATE NOW OWNED BY THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Palmer made a motion that public hearing be continued <br />till June 27, 1966. Councilman Szymkowiak seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO <br />ACCOUNT MVH -722 "MOTOR EQUIPMENT" IN THE AMOUNT <br />OF $28,000.00 AND THE TRANSFER OF THE SAME FROM <br />ACCOUNT MVH - 422 "SALT ", BOTH ACCOUNTS BEING <br />WITHIN THE MOTOR VEHICLE HIGHWAY FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Richard Gartner, Street <br />Commissioner. Councilman Muszynski made a motion that the Ordinance should be held over for further study. <br />Councilman Szymkowiak seconded the motion. Motion failed, 2 ayes (Councilmen Muszynski and Szymkowiak) 4 nays, <br />(Councilmen Palmer, Wise Laven and Smith) Councilman Palmer made a motion that the title of the Ordinance be <br />amended to read "$18,000.00" instead of $28,000.00. Councilman Wise seconded the motion. Motion carried, 5 ayes, <br />1 nay (Councilman Muszynski) 3 absent(Councilmen Hunter,Allen and Geib) Councilman Laven made a motion that <br />the Ordinance go to the Council favorable, as amended, Councilman Palmer seconded the motion. Motion carried. <br />
