I A RESOLUTION OF THE COMMON COUNCIL OF SOUTH BEND AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION TO THE STATE OF INDIANA UNDER ITS ECONOMIC DEVELOPMENT PROGRAMS. WHEREAS, the City of South Bend, acting through the Office of the Mayor and the Common Council, has aggressively and successfully sought to improve South Bend's economy by initiating and supporting economic development projects which increase the City's tax base, job opportunities, and local incomes; and WHEREAS, the City of South Bend, acting through the Office of the Mayor and Common Council, has aggressively and successfully sought out federal and state assistance to support local efforts and to supplement local resources; and WHEREAS, the purpose of the State of Indiana's economic development initiatives passed by the 1981 Indiana General Assembly is to strengthen the linkages between the economic development goals of the State with the efforts of local municipalities thereby maximizing the total impact of state and local governments,upon these activities; and WHEREAS, the City of South Bend has been chosen as a potential site for a new industrial facility, one that will create a significant number of new jobs and will substanti -ally expand the tax base as well as increase local income; and WHEREAS, the City of South Bend must seek the assistance of the State of Indiana to make this project happen in our locality; and WHEREAS, the Mayor is the chief executive officer of the City, and is the applicant for the Industrial Sewer Set -Aside Fund, the Industrial Highway Set - Aside Fund, and the Economic Development Fund through the Indiana Department of Commerce; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana: SECTION I: Hereby establishes the authority of the Mayor of the City of South Bend to submit an application for funds in the amount of One Million Three Hundred Eight Thousand Three Hundred Forty -nine Dollars ($1,308,349.00) to the Industrial Sewer Set -Aside Fund, the Industrial Highway Set -Aside Fund, and the Economic Development Fund through the Indiana Department of Commerce. SECTION II: Hereby designates the Department of Redevelopment as the Administrative Agent for the program. SECTION III: This resolution shall be in full force and effect from and after its adoption by the Common Council and apVroval by the Mayor. Auburn Member Consistent with recent efforts by the City of South Bend, St. Joseph County, and other interested parties to secure a commitment from the New Energy Corporation of Indiana to construct their proposed ethanol facility in South Bend, the attached resolution has been prepared. This resolution will grant permission to the Mayor and the Department of Redevelopment to apply to the State of Indiana for their assistance in these efforts. Our request to the State is for fiscal assistance in the amount of $1,308,349. We will be requesting that the State con- sider providing us assistance through anyone of,or a combination of a variety of funds currently available to the State for industrial de- velopment and economic development purposes. Specifically, these funds are the Industrial Sewer Set -Aside Fund, the Industrial Highway Set -Aside Fund, and the Economic Development Fund administered through the Indiana Department of Commerce. i i i Members of the Common Council Page Two October 7, 1981 Consideration of a request of this nature by the State of Indiana will allow the State to participate with our local governmental entities in attracting this plant to our community. We believe that this effort is consistent with the purposes for which these funds have been estab- lished, and therefore request Council support in supporting us in the application process.
