Earnest calls meeting to order @ 6:30 p.m.
Minutes:
Motion to accept minutes from 4/5/16, 1st- Barb, 2nd- Becky, 4 ayes
New Business:
-May 21St dog days parade, 2 floats to decorate, also participating in west side parade
-Todd announces a memorial service for sbacc officer Randy Highlander from 5 -8pm at the
Palmer Funeral Home- donations are going to SBACC
-Kitten and puppy season
- Resident cat, gunshot dog, 2 dogs hit by cars, need medical funding and fostering
-Betsy asks Todd about parvo cases
-no not yet, today was our first

SBACC: Officer Singleton posted a notice on the 29th of April, followed up a couple days later
and saw the notice was gone.
Commission asks for proof of certified mail?
-no, other than the testimony officer singleton gives
Steele calls officer Singleton to the stand.
Officer Singleton is sworn in under oath:
Kolbie Singleton, Animal Control Officer, 2 years
-Had multiple contacts with miss Kendall regarding ordinance violations
- Kendall's address is: 2101 W. Hamilton St.
-May 11 tn_ 1 St interaction was a follow up to another officer that had been dealing with miss
Kendall
- Officer Singleton looked her up on Pet Point and saw the pet was not registered & issued a
`failure to register pet citation'
Steele: Submits evidence #1 -8

Officer Singleton: Goes over various citations, dates, warnings, and contacts
- verifies the dog is a rotwiler mix
-Oct. 13th, 2015- got a license but no compliance with other ordinance violations that were
previously cited: no food, water, shelter, excessive excrement, improper tethering, etc.
The last time Officer Singleton saw miss Kendall, she didn't have much to say besides that she
couldn't afford to do that things needed.
Steele: Submits evidence 18 -20
Officer Singleton:
-1 have lots of pictures showing trash and the dog behaving very cowardly. The dog is not
aggressive & no complaints on that.
-Given 8 citations on 5 separate occasions
-29th of April posted hearing notice
-Drove by on May 3rd and saw no notices and did not see the dogs
Final Statement:
She had multiple opportunities to correct these issues and she did not even try.
Steele: SBACC requests prohibition from owning animals & dog being turned over to SBACC.
As far as the dog, seems to be sweet just not cared for, in terms of the animal SBACC just asked
that the dog be released into their custody. SBACC recommends 7 —10 years
*Officer Singleton explains the day he dropped off the meeting notice, saw the yard was full of
trash and boxes and could not see the dog anywhere.
Steele asks, why didn't you knock on the door or check with utilities company to see if miss
Kendall's had moved?
-Todd checked on the utilites and the named was transferred to property manager
-No indication that anyone was in the home on the 29th
Commission Questions:
Discusses how to track a habitual offender that may move out of the City
Determination: Habitual Animal Offender — 7 years
