PERSONNEL & FINANCE 9-14-09
Tom LaFountain, Chairperson, Personnel and Finance Committee called the meeting to
order at 4:08 p.m.

Agenda: Bill No. 60-09 -Levying & Fixing Tax Rates 2010

Bill No. 62-09 -Appropriations -Enterprise Funds
Personnel and Finance Chairperson, Tom LaFoutain with full Committee and Council in
attendance recounted the numerous budget hearings held to date which have resulted in
the bills sent by the administration for consideration and public hearings at tonight's
meeting. Council Member LaFountain explained there would be a presentation by the
Mayor and Controller followed by a public hearing and discussion in the Council portion,
where it would be continued for a final vote of 9-28-09. '
Mayor Luecke, having been recognized by Mr. LaFountain. ,asked that the three budget
related Bills 50, 61, and 62-09 be combined for public hearing. That request accepted the
Mayor with two handouts (attached) proceeded to provide background to the budget
process. Most significantly he noted, was the difficulty in projecting a budge based upon
incomplete data partially supplied by the Indiana Department of Local Government
Finance. Accurate revenue estimates absent, the assumptions of revenues available and
the timing of their distribution made the budget process an art as much as a science.
That being said the Mayor proceeded to illustrate budget trends over the last 3 years. All
necessitated by HEA 1001-8. Crediting the Council and City Department Heads for their
continuing efforts to do more with less, the Mayor with the assistance of Gregg Zientara,
the new City Controller, continued his budget summary. The handouts provided, to be
presented to the public as a power point tonight, track past performance and future
estimates. Dr. Varner asked figures for the general fund levy in '08, '09, and ' 10 be
provided. Varner then motioned the bills to full Council without recommendation.
Councilmember White followed with a second. All concurred.
Under miscellaneous Gary Gilot, provided a handout (attached) describing the use of
federal economic stimulus money. The focus was on water sewer, and road infrastructure
as well as energy efficiency initiatives.
There being no further business to come before the Council, Chairperson LaFountain,
adjourned the meeting at 4:22 p.m.
