As part of the due diligence for preparing the Main & Western Disposition Parcel for
disposition, a Phase 1 Environmental Site Assessment (ESA) was performed on the parcel.
As part of the historical documentation section of the report, it was discovered that for a
period of time a Shell Station was located on the SE corner of the site on what is now a
paved area being used for parking. The records are inconclusive if the gas station tanks
were ever removed and so a Phase II ESA was recommended to verify tank removal.
Attached to this report is a proposal from Phifer Environmental Services to perform a limited
Phase II report on the site specific to site assessment for the corner parcel. The proposal
amount is for Seven Thousand Two Hundred Seventy-Five Dollars ($7,275.00) and staff
requests favorable approval of this request.

Dear Mr. Schalliol:
Phifer Environmental Services, LLC (PES) is pleased to provide this Proposal for Phase
II Environmental Consulting Services for the property identified as the southeast corner
of Main Street and Western Avenue, in South Bend, Indiana. Our proposal is based
upon information obtained during the completion of a Phase I Environmental Site
Assessment prepared for the City of South Bend, Community and Economic
Development, by Phifer Environmental Services, dated September 14, 2009. The
following presents a brief summary of the site history, a discussion of the Recognized
Environmental Conditions identified in the Phase I, the proposed Scope of Services for
Phase II assessment, and Estimated Cost for performing such services.
BACKGROUND INFORMATION
The subject site, identified as an approximate 139' x 245' area located at the southeast
corner of the intersection of Western Avenue and South Main Street, in the downtown
area of South bend, Indiana, is owned by the City of South Bend, Department of
Redevelopment. Currently, the northern portion of the subject site is developed as a
paved parking lot with access from S. Main Street, to the west. The lot serves as a
secondary location for parking for the adjacent U.S. Bankruptcy Courts and local
businesses. Evident within the parking area are the concrete supports for light fixtures
that have since been removed. The southern portion of the subject site consists of a
former building footprint and paved parking areas of the Franny's Restaurant, which was
demolished by the City of South Bend, in 2005.
From a review of the historical records for the site (identified by address as 114 through
122 Western Avenue, and 400 through 418 Main Street), PES identified the historical
presence of a gasoline service station (122 Western Avenue) from the period of at least
1968 through 1975, with the structure having been demolished circa 1986. The
database search for regulated facilities did not identify the historical presence of the
service station, and the IDEM Virtual File Cabinet did not identify UST/LUST registration

or reporting activity. However, we note that there were essentially no requirements for
registration, UST closure documentation or collection of environmental samples as
confirmation of "clean closure" during the time period which the station operated.
Without any form of closure documentation available to PES, the historical presence of
the gasoline service station was considered a Historical Recognized Environmental
Condition. Accordingly, a subsurface assessment involving the collection and analysis
of soil and/or groundwater samples was recommended to determine the extent to which,
if any, environmental impact as a result of the historical gasoline service station
operations has occurred.
Also identified as Historical Recognized Environmental Conditions associated with the
former service station operation were potential use of petroleum and/or hazardous
substances (facility also performed automotive maintenance) and associated disposal
practices, as well historical use of below ground hydraulic lifts. However, observations
made during a 1995 Geotechnical Soils Investigation (Shilts Graves & Associates)
indicated that the hydraulic lift systems were removed from the ground (based upon
visual observations of the former service bay floor slab). It remains unknown as to
whether environmental contamination as a result of hydraulic lift system operation
occurred.
To date, PES nor the City of South Bend, have been able to obtain information regarding
the "Site Plan" for development as a gasoline service station, which would indicate a
location of the UST systems, hydraulic lifts and other features of the operation. Prior to
initiating any on-site assessment activities, PES will contact the "Building Department" to
determine if any construction plans for obtaining a Building Permit were filed.
PRPOSED SCOPE OF SERVICES
Phifer Environmental Services, LLC is pleased to provide the following Scope of
Services for performing the environmental consulting with respect to a Phase II
Environmental Assessment of the subject site:
Task 1-Ground Penetrating Radar Survey
As previously indicated, the history of the subject site indicates that from at least 1968
through 1975 the site operated as a gasoline service station, for which there are no
records of "closure". The first stage in assessing the subject site will be the
determination as to whether the UST systems were removed from the ground or closed
in place. In order to do so, PES recommends that a Ground Penetrating Radar Survey
be undertaken to identify the former UST tankpit location (assuming USTs were
removed) based upon placement of fill materials, determine if the UST remain at the site
(closed in place), and potentially establish the layout of dispensers and associated feed
lines. In addition, the GPR survey will also identify the location/presence of any on-site
utility lines.
Ground Penetrating Radar (GPR) offers the means to detect buried objects that are not
otherwise detectable. In addition to the ability to locate metal objects (i.e., underground
storage tanks, drums), GPR is able to detect non-metallic objects. The system, when
operated, sends radar pulses into the surface, receives, and processes the reflected
energy. Through advanced processing technology, the system calibrates the di-electric
constant of the surrounding material. When the signal is reflected from the material
having a different di-electric constant, the signal is displayed on the screen as an
anomaly. Depth can also be determined by processing the sampling interval and
determining the size and comparing relative data to other objects detected.
Characteristics of the underlying soils will effect the penetration of the radar through the
ground. Sands and gravel offer the best results with the greatest depth penetration and
clearest resolution. Whereas, dense saturated clays offer limited penetration of the
radar signal. For purposes of this proposal, PES has assumed a depth limitation for the
GPR of approximately 8 feet below land surface.
Areas of the subject site will be scanned by GPR and delineated using varying interval
grid patterns. Multiple scans in a North-South and East-West direction will be performed
utilizing the GPR, looking for anomalies. Anomalies consistent with the desired targets
(i.e., feeder lines, utilities, underground storage tanks) will be marked on the surface
using paint or flags, as appropriate for documentation to others. All data collected will be
processed for further analysis and inclusion within a Letter Report detailing the methods
utilized results of the field survey, and conclusions.
Task 11 -Soil Sampling via Geoprobe Methodology
Once the GPR Survey has been completed and PES has made determinations as to the
features identified, PES proposes to utilize Geoprobe methodologies to collect soil and
groundwater samples from a total of five locations across the subject site. In lieu of
specific information identifying the locations of the UST systems or other pertinent site
features, PES' approach will be more broad-based, with focus on the property
boundaries and central portion of the site.
For each Geoprobe boring location, discrete soil samples will be collected at 5-foot
intervals throughout the soil profile (anticipate water table within 30-feet of ground
surface). Each soil sample interval will be screened for the presence of volatile organics
by placing a portion of the soil sample into a plastic bag, allowing time for equilibration,
and insertion of a photo ionization detector (PID) probe to observe a reading of "total
VOCs" in parts per million (ppm). All data associated with the field screening of VOCs
will be recorded for future reference (Soil Boring Logs).
In addition, a portion of each discrete sampling interval will be placed into a laboratory
provided glass jars for submittal to the laboratory. PES will utilize IDEM guidance Terra-
Core Methods for collection of soil samples to be analyzed for Benzene, Toluene,
Ethylbenzene and Xylene (BTEX), Methyl-tert butyl ether (MTBE) and Total Petroleum
Hydrocarbons - Gaso-ine Range Organics (TPH-GRO). Additional analysis of TPH-
ERO and Polynuclear Aromatic Hydrocarbons (PAHs) are also consistent with UST
requirements for closure and will allow for a more rigorous comparison to current closure
criteria. Determination of which samples are to be submitted for laboratory analyses will
be made on the basis of field screening results, visual (staining), and olfactory (smell)
observations. In the event that field screening does not result in elevated PID readings,
or other indications of the presence of contamination, the soil sample interval
immediately above the saturated zone will be submitted for analysis. A minimum of at
least one soil sample from each Geoprobe location will be submitted for analysis from
each of the five Geoprobe locations. All soil samples will be appropriately labeled,
packed on ice and forwarded to the laboratory under chain-of-custody procedures.
Temporary Geoprobe Well Installation/Non-Potable Well Sampling
If water is encountered within the upper 30 feet of the soil profile, the Geoprobe borings
(total of five) would be converted to temporary monitoring wells with the insertion of a 1-
inch diameter, 0.01-inch (I.D.) slotted PVC screen and riser to ground surface. Once
installed, each temporary well would be purged utilizing a peristaltic pump, or other
method, until such time as the water discharge becomes relatively free of solids. PES
proposes that groundwater from each of the temporary wells be analyzed for similar
constituents identified for soil samples (BTEX, MTBE, TPH-GRO/ERO and PAHs).
Each groundwater sample will be appropriately labeled, packed on ice, and forwarded to
the laboratory (priority overnight delivery) under chain-of-custody procedures.
Reporting
Upon receipt of the laboratory analyses, data will be reviewed and tabularized.
Comparison of the data for each respective chemical constituent will be made to the
Risk Integrated System of Closure (RISC) Default Closure Values for Residential and
Industrial/Commercial Properties.
Upon completion of the initial data review, a "Letter Report" will be prepared which
presents the sample collection and analytical methodologies used during the field phase
of the assessment. Copies of the sample location maps, tabulated data and comparison
to RISC Default Closure Values will also be incorporated. Recommendations for any
additional assessment activities will be made for review and comment.
SCHEDULE
PES proposes to commence site investigation activities within one week of receipt of
notification to proceed (depending on weather, utility clearance and Geoprobe
availability). Upon mobilization, we anticipate the completion of the Ground Penetrating
Radar within one day, with completion of the Geoprobe sampling requiring one
additional day. Laboratory analyses will be completed by Pace Analytical on a one-week
turnaround from receipt by the laboratory. Our initial discussion of results will occur
within one day of receipt of laboratory analytical results. Our written Summary Letter
Report" will be submitted within one week of the initial conference.
COST ESTIMATE
An ESTIMATED COST for Phase II Environmental Consulting Services for the area of
the former gasoline service station at the SE Corner of Main St. and Western Avenue, as
outlined above, is presented as follows:

Please note that this ESTIMATED COST should be considered a Project Maximum,
which PES will not exceed without prior approval. However, should the scope of
services require modification (i.e., additional borings) based upon field conditions and/or
circumstances that would not have otherwise been anticipated, PES will notify the client
of such "changed conditions" and resultant cost implications to the project.
Should Geoprobe services require only 1/2-day for completion of boring/temporary wells,
a rate adjustment will be reflected within the invoice. Should PES fail to encounter
groundwater within the upper 30 feet of the soil profile, the invoice will reflect the fact
that groundwater samples were not submitted to the laboratory for analysis (credits
applied).
LIMITATIONS/QUALIFICATIONS
The sampling and testing of soil, groundwater and/or other materials not specifically
identified in this proposal is beyond the scope of services for this project. Cost estimates
for our proposed services have been prepared based on the following assumptions:
• PES will have unlimited access to the site during daylight hours;
• No subsurface obstructions (buried utilities or fill debris) will interfere with our work;
• Sufficient access will be provided for Geoprobe locations;
• Inclement weather will not interfere with the completion of our field work;
• Soil cuttings will be returned to the boring from which they were generated, with the
remainder of the boring filled with bentonite pellets to land surface.
This Phase II Environmental Site Assessment should be considered as a "tool" in the
evaluation of the subject site relative to the potential presence of contaminants, and
does not necessarily fulfill regulatory requirements of the Indiana Department of
Environmental Management (IDEM) for delineation of contaminants identified within soil
or groundwater. Should contamination be identified through completion of this Phase II
Environmental Site Assessment, additional assessment may be necessary.
