HomeMy WebLinkAboutRecommendation that all boards and commissions will hold their meetings at times and dates which do not conflict with the meeting of the CouncilRES®LUTION 3987-09 Passed by the Common Council of the City of South Bend, Indiana August 24, 09 zo Attest: City Clerk President of Common Council Presented by me to the Mayor of the City of South Bend, Indiana August 25, Approved and signed by me August 26, 200 9 City Clerk ~`~ 20 09 RESOLUTION ~ ~ ~ ~ - ~ Substitute Bill No. 09-58 as amended A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, RECOMMENDING THAT ALL BOARDS AND COMMISSIONS WHICH HAVE COUNCH, MEMBERS SERVING A5 A REPRESENTATIVE ON SUCH ENTITIES HOLD THEIIt BOARD OR COMMISSION MEETINGS AT TIMES AND DATES WHICH DO NOT CONFLICT WITH THE MEETINGS OF THE SOUTH BEND COMMON COUNCIL ~~~~ the Common Council of the City of South Bend, Indiana, notes that the South Bend Common Council is charged by both state and local laws with appointing Council Members to various boards and commissions; and ~y~~, the Common Council further recognizes that members of the South Bend Common Council currently serve on many boards and commissions including the Area Plan Commission, Downtown South Bend (DTSB), the St. Joseph County Economic Development Commission, the Michiana Area Council of Governments (MACOG), Neighborhood Resources and Technical Services Board (NRC), Project Future, the Solid Waste Management Board, the Urban Enterprise Association, Morris Entertainment, Inc., the Century Center Board of Managers, the Studebaker Museum Board, and TRANSPO; and ~e~ each of the members of the South Bend Common Council is dedicated to the Council's Mission Statement which provides that the Council is: "To make certain that our City Government is always responsive to the needs of our residents and that the betterment of South Bend is always our highest priority"; and ~y~x~, the Common Council in collaboration with the City Administration believe in implementing governmental best practices, programs and initiatives which have performance- based measures; which encourage citizen participation, accountability; access; and information- sharing which enhance accountability and responsiveness to the citizens of South Bend. as follows: Section I. The South Bend Common Council believes that it is in the best interests of all boards, commissions and other entities which have Council Members as a part of the memberships to provide opportunities for such individuals to fully participate by having the meetings of such boards, commissions and other entities set on times and dates which do not conflict with the meetings of the South Bend Common Council and its eleven (11) standing committees. Section II. The South Bend Common Council therefore recommends that each board, commission or other entity which has a Council Member as a sitting representative establish the meeting dates for them at times and dates which do not conflict with the meetings of the Common Council. Section III. As the Common Council rededicates itself to excellence in public service, it respectfully requests the Office of the City Clerk to send a copy of this resolution to each board, commission and other entities which have South Bend Common Council members as a part of their membership, so that each will have notice of the overall intent and purpose of this resolution. Section IV. This Resolution shall be in full force and effect from and after its adoption by the Council and approval by the Mayor. i er tver J. Dieter Dear Council Members: First District I recently discussed with you my desire to file the attached resolution for your Henry Davis, jr. Second District review, discussion and adoption. Thomas LaFountain As each of you are aware, members of the South Bend Common Council are Third District appointed to serve on many boards and commissions. In order to fully participate, become engaged, and carry out the mission of these additional responsibilities, Ann Puzzello there must be the opportunity to do so while also being an elected public servant Fourth District of the legislative body which serves the citizens of South Bend. David Varner I believe that each such board and commission should have the opportunity to Fifth District know the philosophy of this Council, and how strongly each of us believes in Oliver j.
