SUBJECT: Project Budget for Western Avenue Streetscape Improvements
Staff requests approval of an initial project budget of $375,000 from the River West Development
Area for the engineering and construction of Western Avenue streetscape improvements. Further
funds for construction will be requested in early 2017.
As part of its implementation of the West Side Main Streets Revitalization Plan, the City of South Bend
wishes to make continued streetscape improvements to Western Avenue to create an environment
more inviting to commercial and residential investment. This project would have two main elements:
1) improvements to the Western Avenue -Olive Street intersection, and 2) four blocks of streetscape
work. Following the City's purchase and demolition of the former Polish National Alliance property at
the northwest corner of Western and Olive, the intersection will be reviewed for possible changes, such
as curb radii, lane alignments, and signal timings, to better accommodate traffic moving through the
intersection. Streetscape improvements would be made on Western Avenue between Olive Street and
Bendix Drive; this work would be consistent with the improvements completed between Bendix Drive
and Dundee Street last year. The curbs, sidewalks, driveway approaches, and street pavement will be
replaced. Street trees and decorative lighting will be added, and new sections of water main and
sewer will be installed.
Engineering work will proceed through the remainder of 2016. Tentatively, the project will be bid in
early 2017 for construction starting in the spring.
