Managers, I would like to express our sincere
appreciation to the Commission for approving TIF
funds to cover the cost of urgent subsurface repairs
to the Island Park.
Because of your support, this important renovation
project will continue on course. Please be assured
that the enhancements will create a safe, beautiful,
and functional amenity for our local citizens and
out-of-town guests to enjoy for many years to
come.
We thank you for your foresight and understanding
of the worthiness of this capital improvement to the
Century Center. We look forward to showcasing

Ms. Jones asked if the excess TIF bond funds that
need to be spent would be used. Mr. Inks did not
know if that was the plan, but thought it was a
good idea to do so.

(1) Staff report on Northeast Neighborhood
Design Guidelines.

Mr. Vitton noted that through his city job he

provides staff support to the Northeast
Neighborhood Revitalization Organization
(NNRO). The NNRO has been meeting for
about a year to update the Design Guidelines
for the Northeast Neighborhood. He noted
that the Northeast Neighborhood
Development Area Development Plan,
adopted in 2003, called for development of
design guidelines. Work was begun on them
in 2004, but they were never formally
adopted by the Commission or other
government agencies. However, with the
development of Eddy Street Commons,
improvements to State Road 23, and infill
development in the neighborhood, there has
been renewed interest in formalizing the
design guidelines.
A committee including representatives of the
NNRO, the Northeast Neighborhood
Council, Area Plan Commission, Building
Department, Common Council and
neighborhood residents has been meeting to
discuss the guidelines and has held five
public input/information meetings. The
committee has also been working on
formulating an Overlay Zone for the
Northeast Neighborhood based on those
guidelines. An Overlay District is a
“transparent” zone that lies on top of existing
zoning. It is used to add or modify design
standards or restrictions beyond those
required by the existing zoning. Unless
specifically modified by the Overlay District,

development adheres to the existing zoning.
Overlay districts do not attract development,
but they ensure that the development that
does occur is of a higher quality.
Design Guidelines are just guidelines with no
teeth for enforcement. Only some of the
guidelines will become part of the Overlay
District, but the Overlay District is
enforceable.
The draft Design Guidelines for the
Northeast Neighborhood include
recommendations for residential property,
commercial property, mixed use property,
public right-of-way, signage and Eddy Street
south of “five points.”
Staff intends to bring before the Commission
at its next meeting a resolution to amend the
Northeast Neighborhood Development Area
Development Plan by adding Design
Guidelines.
Mr. Vitton showed a graphic of the design of
the new “five-points” intersection. There
was interest in understanding those planned
changes.
Mr. Vitton said that the signage requirements
of these design guidelines recommend
following the sign guidelines established in
the Eddy Street Commons PUD.
Residential guidelines mostly address multi-
family development. The main single family

infill development guidelines relate to
installation of handicap ramps. Single family
guidelines do not impose costly design
standards that would prevent home
improvements.
Following Commission approval of a
resolution to add the Northeast
Neighborhood Design Guidelines to the
Northeast Neighborhood Development Plan,
both the Area Plan Commission and the
Common Council must also approve them.
Then the Commission will approve a
confirming resolution. After that the Overlay
Zone will go before the Area Plan
Commission and Common Council.
Ms. King asked about improvements south of
five-points: why is that necessary? Mr.
Vitton responded that the realigned South
Bend Avenue at five-points will direct more
traffic down Eddy Street. The improvements
will be between five-points and Madison
where there have been other recent
improvements.
Ms. King said that that area is one of a
decreasing number of moderately priced
housing areas. She wonders how those
changes will affect that neighborhood. She is
opposed to gentrifying. Mr. Byrd responded
that the improvements will only address
Eddy Street, not encroach on the
neighborhood. The simplest improvements
would be in the current right-of-way and
moving the sidewalks back from the street.

The sidewalks are currently right up to the
curb, so dangerous, and during winter snow
plowing covers the walks with snow. The
more aggressive plan for improvements calls
for acquisition of a few properties along
Eddy St. from Campeau to LaSalle to widen
the street to 90 feet and allow for
construction of a median. Mr. Byrd noted
that other plans for the neighborhood include
programs for moderate income housing and
rehab programs for the existing homes.
Ms. King asked about the onus to be put on
home owners under the overlay district. Mr.
Byrd responded that they have been very
careful to not make restrictions that would
cause financial hardship.
Mr. Downes asked what the impact would be
on the value of residents’ homes and their
ability to sell their homes. Mr. Byrd
responded that there should be no effect,
other than, possibly, increased value.
Ms. King asked about the possibility of
enhancing the Campeau St. green space. Mr.
Byrd responded that there are no plans to
improve that. Ms. King said she thought
improvements to that green space would
greatly benefit the neighborhood at little cost.
She suggested it be considered.
There were some questions about the
potential median between Campeau and
LaSalle. Mr. Byrd said that the realignment
of S.R. 23 would include a median to

Campeau. The aggressive neighborhood
plan would continue the median to LaSalle.
F. Douglas Road Economic Development Area

7. PROGRESS REPORTS

Mr. Inks noted that Eddy Street Commons is getting

closer and closer to completion. There was an article in
the paper that said Eddy Street would be reopened by
the end of August. There should be a number of tenants
in the ground floor retail spaces by then.
Mr. Byrd noted that the NNRO will be having its annual
meeting September 2. It will have that meeting in one
of the Eddy Street Commons buildings. Commissioners
will be invited.
Ms. Jones asked if there has been any more news on the
R.E.I. project for the St. Joseph/Jefferson lot. Mr. Inks
said there has not been anything new.
