More Grant Fund. These amounts represent money received from a federal matching grant, as well as the City's 10% match. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AS FOLLOWS: SECTION I. The following sum is hereby appropriated and ordered set apart from and within the indicated funds of the City of South Bend: FUND N0. DESCRIPTION AMOUNT 101.0401.415.50.02 295 General Fund C.O.P.S. GUNNY CHIEF OF POLICE Common Council Members City of South Bend County-City Building South Bend, IN 46601 March 19, 1997 Honorable Council Members The City of South Bend's Police Department has been awarded a Federal Block Grant for $304,524 for the years 1996-1997. A City Match of $33,836 is required to accept the Department of Justice Funds and is being requested by this department from the South Bend Common Council and Mayor Steve Luecke. This grant will enable the Department to initiate several community programs and partnerships with different community agencies and city departments. The Police Department will use these funds to develop and fund some of the following programs within the community and department: 1. Home Security Assessment and Installation Program for the Elderly in need of additional Security in South Bend neighborhoods. 2. An Emergency Phone Call-back System will be purchased allowing the Department to contact business and residents using a computerized phone data base and modems. This call back system will be used to enlist citizen help in locating lost children, missing persons, witnesses to crimes and to announce the evacuation of citizens due to disasters, chemical spills or crimes in progress. 3. Community Oriented Policing training for all Police Department employees, city and community leaders and Council Members. This training will focus on the tools available to Law Enforcement and other city agencies to solve citizen problems and concerns. 4. A Partnership with the South Bend Community Schools to introduce School Identification Cards for all High School Students as a positive means of identification to promote "safe schools". 5. Forensic Equipment upgrades for the St. Joseph County Special Crimes Unit. BRENT R. HEMMERLEIN LYNN C. COLEMAN RICHARD R. Drug and Bomb Detector K-9 training for SBPD K-9's for drug and weapon detection in city high schools. 7. Equipment Upgrades for the SWAT Team, Bomb Squad, photo and Training Section. By approving the City funds necessary to match the Department of Justice Grant Award, the South Bend Police Department will be able to initiate the above listed programs benefiting both the Citizens of South Bend and its Police Department.
