RESOLUTION NO. 2386
RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION
APPOINTING THE CITY OF SOUTH BEND, INDIANA, BOARD OF
PUBLIC WORKS AS AN AGENT TO CONSTRUCT CERTAIN IMPROVEMENTS TO
THE CAROLINE PARTNERS PROJECT
(South Side Development Area)
WHEREAS, the South Bend Redevelopment Commission (the commission) has entered
to an agreement (the "Agreement") with Carolina Partners LLC (the "Company") providing for the
purchase of property from the Company in the South Side Development Area, designated by the
Commission, in the general vicinity of 4000 Block of South Main Street & Lafayette in the City of
South Bend, Indiana (the property ); and
WHEREAS, in order to demolish certain improvements on the Property and to meet its
obligations under the Agreement, the Commission intends to undertake certain demolition activities
to the Property, including the scope of activities set forth at Exhibit A (the "Activities"); and
WHEREAS, the Commission desires to appoint the Board as its agent for purposes of
receiving and awarding bids for Activities and overseeing their completion; and
• WHEREAS, the Board is willing to accept such appointment to facilitate development in the
Area and certain right of way improvements on the Property;
NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND
REDEVELOPMENT COMMISSION as follows:
1. The Commission hereby appoints the Board as its agent for purposes of bidding
and awarding a contract for the construction the Improvements, described at Exhibit A, in an
amount not to exceed $190,000.00, which process shall occur in accordance with Indiana Code §
36-1-12 and other applicable law. The Commission further appoints the Board as its agent for
purposes of monitoring and overseeing the construction and completion of the Improvements.
2. This Resolution shall be in full force and effect after its adoption by the
Commission and upon its acceptance by the Board.

NOTICE TO BIDDERS
Notice is hereby given that the City of South Bend, Indiana, Department of Public Works will
receive sealed bids at the office of the Board of Public Works, County City Building Room
1316, 227 W. Jefferson St., South Bend, Indiana, 46601 until the hour of 9:30 a.m., on
September 24, 2007 for the following:
DEMOLITION OF CAROLINE PARTNERSHIP LLC PROPERTIES
PROJECT NO.: 107-079
Work to be performed shall include furnishing all labor, services, materials, insurance and
equipment to demolish and clear the structures on the Caroline Partnership Properties in the
City of South Bend. Work includes the furnishing of all equipment, material, and labor for the
removal asbestos containing materials, the removal of various structures and site work at the
Caroline Partnership Properties, all more particularly described on plans and specifications
prepared by Wightman Petrie, 412 S. Lafayette Blvd., South Bend, Indiana, 46601.
The Contract Documents are on file and available for public inspection or purchase,
commencing on September 7, 2007 during regular working hours at SBD Reprographics, 1303
Northside Blvd., South Bend, Indiana, 46615. Arrangements to receive the Plans and
Specifications by mail can be made by contacting SBD Reprographics at (574)287-2944, toll
free at (800)783-7231. They may also be contacted on the Internet at www.sbdraft.com. The
Plans and Specifications are available for review by contractors during regular working hours
• commencing September 7, 2007 in the Department of Public Works, 1316 County-City
Building, South Bend, Indiana, at MACIAF, and at the Builders Exchange. There will be a non-
refundable charge of the cost for reproduction as set by SBD Reprographics for every set of
documents for all bidders.
Bids must be on the new City of South Bend Contractor's Bid for Public Work form,
accompanied by a Certified Check or Bid Bond in the amount of not less than five percent
(5%).
Each bidder, contractor or subcontractor (hereinafter the contractor) must fully comply with
either Part I or Part II as applicable, of the bid conditions as to each construction trade it
intends to use on this construction contract and all other construction work (both federal and
non-federal) in the St. Joseph County area during the performance of this contract or
subcontract. The contractor commits itself to the goals for minority manpower utilization in
either Part I or Part II, as applicable, and all other requirements, terms and conditions of these
bid conditions by submitting a properly signed bid.
Work under this project is subject to a Common Wage Determination as established in
accordance with IC 5-16-7-4.
The Contractor shall appoint a company executive to assume the responsibility for the
implementation of the requirements, terms and conditions of bid conditions.

A Mandatory Pre-Bid Walkthrough/Conference will be held on September 18, 2007 at
• 10:00 AM on site. Bids will not be accepted from bidders that do not have representation at
the pre-bid meeting.
The Board reserves the right to reject any or all bids or to accept a full or partial award of the
bid or bids which, in its judgment, will be to the best interests of the City of South Bend.

project. I have reviewed them and found the quotes correct as read.
