BOO' AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 17, ARTICLE 6, SECTION 17.49 OF THE MUNICIPAL CODE TO INCREASE WATER SERVICE FUND CHARGES STATEMENT OF PURPOSE AND INTENT The purpose of this ordinance is to amend Chapter 17 of the Municipal Code to increase water service charge of all water users. The City of South Bend, Indiana, last increased the rate in 1992. Municipal Consultants, a financial consultant retained to study the rate, has carefully reviewed the rate and operating expenses and has determined that an increase in said rate is necessary to continue to fund all repairs. NOW, THEREFORE, be it ordained by the Common Council of the City of South Bend, Indiana, as follows: Section I. Chapter 17, Article 6, Section 17.49 of the South Bend Municipal Code shall be, and hereby is, amended to read as follows Section 17.49 Assessment of charges; deposit in separate fund, purpose. (a) The sum of ~i-~e~~--e~g~~ere-~ ~ One and 15/100 Dollars ($1.15) per month shall be added to the water service charge of all water users. (b) All of said sums of money so collected shall be deposited in a separate fund of the Bureau of Waste Water and said fund shall be used solely for the repair and/or replacement of leaking water service lines and shutoff valves. Section II. LUECKE, 1VIAYOR DEPARTMENT OF PUBLIC WORKS June 3, 1997 South Bend Common Council 4th Floor, County-City Building South Bend, Indiana 46601 Dear Councilmembers: The South Bend Municipal Water Insurance fund and the South Bend Municipal Sewer Insurance Fund are seeking a rate increase to bring both funds into a positive position. The proposed rate increase for the Water Insurance Fund is $.17 per month. This will enable the fund to pay back its loan and ensure sufficient operating revenues. The proposed rate increase for the Sewer Insurance Fund is $.23 per month. This will enable the fund to pay back its loan and ensure sufficient operating revenues. The deficit for both funds is due to the increase in service line leaks and lateral lines collapsing. There has not been an increase in these funds for the past five years. Sincerely, ohn J.
