Community and Economic Development Committee
2009 South Bend Common Council
The June 22, 2009 meeting of the Community and Economic Development Committee of
the South Bend Common Council was called to order by its Chairperson Council
Member Timothy A. Rouse at 4:05 p.m. in the Council's Informal Meeting Room.
Persons in attendance included Council Members Henry Davis; Puzzello; White;
LaFountain; Varner; Kirsits; Dieter
Others present: Mayor Luecke; Catherine Fanello; George Lane; Martha Lewis; Ann
Kolata; Don Inks
AGENDA: BILL N0.40-09 -Appropriation Fund #209 Studebaker
. BILL NO. 09-48 -Abatement Waggoner Farms/Ontario Building
Bill No. 40-09 is an appropriation of $578,644.00 for the continued remediation and
revitalization of the Studebaker/Oliver Brownfield sites. City Controller Catherine
Fanello was recognized to make the presentation. She explained of the total $400,000
came from the EPA grant received for that purpose. The remaining $178,000+
represented repayments of loans from other funds to the Brownfield Fund. Ann Kolata
further explained grant process and restricted purpose of the fund. Chairperson Rouse
accepted a motion from Karen White and a second from Councilmember Puzzello to send
to Council favorably. All agreed.
Bill No. 09-48 was asked to be continued until the July 13 meeting of the Council at the
petitioner's request. Councilmember White made a motion, Councilmember Puzzello
seconded and all agreed to continue the bill until July 13, 2009.
Under miscellaneous Vice-Chair Henry Davis asked the Council's representatives on the
Century Center Board of Managers to give a progress report. Both Andrew Nemeth and
Dennis Andres updated the Council. Nemeth reported that the Century Center restroom
renovations were complete. Exhibition Hall "C" was scheduled for renovation next to be
followed by a freshening of halls "A" and "B". Dennis Andres said, with Nemeth
agreeing, that the Board of Managers should meet monthly rather than the current
practice of meeting quarterly. This request was under consideration by the Board.
Councilmember Henry Davis asked that the Community and Economic Development
Department give an update on their departments' activities at the next meeting.
There being no further business to come before the Committee, Council Member Rouse
adjourned the meeting at 4:27 p.m.
