Broadway Street, City of South Bend, as tabled - APC #1816-97 Dear Council Members: The above referenced ordinance and site development plan of American Home Dreams, Inc. was legally advertised February 5, 1998. The Area Plan Commission at its public hearing on March 17, 1998, took the following action: Upon a motion by Joseph Serge, being seconded by Willie Morgan and unanimously carried, the proposed ordinance and site development plan of American Home Dreams, Inc, to zone from "B" Residential, "A" Height and Area to "A" Residential, "A" Height and Area, property located at 125, 127, 137, 201, 209, 229, 235, 243, 301 and 315 E. Broadway Street, City of South Bend, as tabled is sent to the Common Council with a favorable recommendation. According to the Southeast Neighborhood Action Plan, which was created as a guide for the future development of this area, the north side of Broadway Street is targeted for the demolition of dilapidated homes, and the construction of new single family homes on vacant lots within the area. It is the Commission's opinion that "A" Residential zoning is in accordance with the goals of the Southeast Neighborhood Action Plan. The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in the minutes of the public hearing, and will be forwarded to you at a later date to be made a part of this report. STAFF REPORT February 9, 1998 American Home Dreams, Inc. 1816-97 Location: 125, 127, 137, 201, 209, 229, 235, 243, 301 and 315 E. Broadway Street City of South Bend REQUESTED ACTION: The petitioners are requesting a zone change from "B" Residential, "A" Height and Area; to "A" Residential, "A" Height and Area to allow single family homes. EXISTING LAND USE: The property contains single family homes and vacant land. SURROUNDING LAND USE AND_ZONING: Located to the north is vacant land zoned "B" Residential, "A" Height and Area; to the east are single family homes zoned "B" Residential, "A" Height and Area; to the south are single family homes, a church and vacant land zoned "B" Residential, "A" Height and Area; and to the west are single family homes zoned "B" Residential, "A" Height and Area; and commercial businesses zoned "C" Commercial, "E" Height and Area. ACCESS: Access to the site is from Broadway Street. WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: SITE DATA: The total site to be rezoned is 2.4 acres. ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public wells, wetlands, flood or environmental hazard areas are present. SITE PLAN: A site plan is not required for rezonings to "A" Residential. AGENCY COMMENTS: PRELIMINARY STAFF RECOMMENDATION: Based on information available prior to the public hearing, the Staff recommends that this petition be sent to the Common Council with a favorable recommendation.
