Chairperson Kirsits began by recognizing Catherine Hostetler, Director of the Historic
Preservation Commission to make the presentation. She explained the historic landmark
designation significance to the committee. The designation for 113 S. Laurel as a historic home
was warranted in that the home built in 1909 and has been preserved virtually intact. The Historic
Preservation staff assigned a "notable" rating and the Historic Preservation Commission
recommended unanimously it be declared a landmark structure. Dave Varner motioned to accept
the recommendation and recommend favorably. Councilmember LaFountain seconded and all
agreed to send favorably.
Bill No. 42-09
This request for designation as a historic landmark is for a home located at 305 S. Eddy.
Catherine Hostetler described the criteria required for landmark designation stating the Historic
Preservation Staff and Commission both agreed the criteria were met. Councilmember
LaFountain motioned to recommend favorably. Councilmember Varner seconded, all concurred
to send favorably.
Bill No. 09-43
This resolution would allow a special exception to zoning at 747 S. Michigan Street to allow
overnight guests in a homeless shelter set up by Retired Judge Robert Miller to specifically serve
veterans. Representing Judge Miller, Dick Nussbaum explained the need for the facility, assuring
the committee it was compatible with and was working with the nearby Center for the Homeless.
Mark Lyons, from the Building Department reported positive finding from the Building Department
and a favor recommendation from the Board of Zoning Appeals. Councilmember Varner
motioned to send favorably to Council. Councilmember LaFountain seconded. The Committee
voted unanimously to send to Council favorably.
Bill No. 04-44
This resolution would petition for a special exception for property located at 1823 S. St. Joseph.
The exception would allow an adult care facility/assisted living group home at this location. Mark
Lyons, Assistant Building Commissioner, described the project and reported that the staff and
BZA sends to the Council with a positive recommendation. Councilmember LaFountain motioned
favorably and Councilmember Varner seconded to send to Council favorably. All agreed.
There being no further business to come before the Committee at this time, Chairperson Kirsits
adjourned the meeting at 3:55 p.m.
