This process includes, but is not limited to, the gathering of information on the parcels to be added, and an estimation of costs associated with the acquisition and redevelopment of these properties. The information which follows is a summary on Staff's findings on these parcels. Area 1 (Ivy Tech Campus Expansion Area) There are four properties which would be acquired and eventually transferred to Ivy Tech for much needed expansion of classrooms, storage, and parking. This plan dovetails nicely with Innovation /Ignition Park's needs for a specialized, educated workforce. It cleans up this section of Sample Street, which will become a gateway between the two Parks, and shows community support for Ivy Tech, which will allow Ivy Tech to get more down-state dollars for further expansion. This would be a joint effort between the Commission and Ivy Tech, with the Commission purchasing the properties and doing certain demo and fagade work, and Ivy Tech doing the interior work to turn these buildings into classrooms and / or storage areas. Estimated acquisition values for this area were done by Chris Davey, a licensed realtor with Cressy Everett, on Ivy Tech's behalf. The four properties are: Discount Rental at 230 E. Sample, is over 21,000 square feet, and would become the home of Ivy Tech's School of Fine Arts and Design. This move would free up space on the first and second floors of Ivy Tech's main building. Improvements requested on this building is to install a new fagade, consisting of brick on the lower part and composite on the upper part, and painting exterior doors, trim, eves and guttering. Habitat for Humanity, at 412 E. Sample, is about 8,400 square feet, and will house Ivy Tech's apprenticeship programs, which are currently housed in two different locations. This site also provides much needed parking for the expansion of classrooms along What We Do Today Makes A Difference! Sample Street. Improvements requested associated with this site, is to demolish the block building west of Ivy Tech's current building along Sample, which houses one of the apprentice programs. This building is in poor condition, and needs to be demolished. The Barbershop, at 222 E. Sample, is about 4,000 square feet, and will provide much needed storage space. Most storage areas in the main Ivy Tech building has been converted to classrooms or offices. It is requested that the structure in front of the brick building be demolished. New Hope Missionary Church, at 313 Ohio Street, would be demolished for additional parking that is needed for the classrooms along Sample. Ivy Tech also requests improvements to its current building on Sample, which is in desperate need of a new fagade. Estimated redevelopment cost for Area 1 is $1.71 million. There could be additional costs for the relocation of any on going business remaining in these buildings. Estimated redevelopment costs for this area include acquisition, demolition, fagade improvements, appraisals, surveys, title work, environmental reports, etc. Area 2 (Ignition Park -Main Campus) The Airgas property, at 914 S Lafayette, is just south of Hamilton Towing on the east side of Lafayette. It is a pressurized tank filling facility which is scheduled to close the end of August. These parcels, along with the Hamilton parcels on this same side of Sample, would make this area large enough for a developable site, and would further clear this area on the fringe of Ignition Park. Airgas has indicated they may be interested in selling this site to the City once they have ceased operations there. Estimated redevelopment cost for Area 2 is $285,000. Estimated redevelopment costs for this area include acquisition, demolition, appraisals, surveys, title work, environmental reports, etc. Area 3 (Ignition Park -South Expansion) The entire area north of Indiana Avenue, between Franklin on the east and Prairie on the west, was identified as weak residential in the 1995 Rum Village Neighborhood Action Plan, and as far back as 1971, as the logical southern boundary of the Studebaker Corridor redevelopment area. This area is plagued by vacant lots, empty housing, substandard commercial buildings, and rental houses. To begin the process of cleaning this area up, the first step would be to add the properties between Franklin and Taylor Streets to the acquisition list. Staff has met twice with the Rum Village Neighborhood Association, which strongly supports the redevelopment of this area. The acquisitions in this area effect 11 property owners, two of which are vacant lots, and another, who is the next largest land owner in this area, has expressed an interest in selling to the Commission if final approval is granted. Estimated redevelopment cost for these properties is $1 million. Estimated redevelopment costs for this area include acquisition, demolition, relocation, appraisals, surveys, title work, environmental reports, etc. Staff believes it would be of public utility and benefit to amend the Development Plan by adding these properties to the acquisition list, and allowing these acquisitions.
