The properties are all within the Coveleski Park Planning Area. A summary of information related to each parcel is listed below with general information about the parcel and a brief reuse proposal once acquired by the Commission. William Street Corridor The Manor Building 118 S William Street (2 parcels) Current Assessed Value: $239,600.00 Current Property Tax Value: $0.00 (tax exempt) Projected Site Redevelopment Costs: $350,000.00 The Manor is a former housing and program center owned by the Madison Center and vacated since summer 2008. Originally built as a nursing home, the building has become functionally challenged and would serve the William Street corridor as a clear development site to allow for new residential or mixed use development. The Commission has previously removed inconsistent land uses in this corridor like the former Basic Machine property (William and LaSalle) and the former Gates storage and salvage lot (William and Wayne). The Commission activities involved with this property would include acquisition, demolition, site preparation and marketing for redevelopment. The property is currently assessed as Not-For-Profit so any new private development on site would generate new taxable value. What We Do Today Makes A Difference! Coveleski Park -Housing Block Fred's Transmission 501 W Western Avenue (3 parcels) Current Assessed Value: $211,400.00 Current Property Tax Value: $8,797.00 Projected Site Redevelopment Costs: $325,000.00 Located on the proposed Coveleski Park Housing Block, the acquisition of the Fred's Transmission properties would allow for controlled infill development along William and Taylor and allow for control of the development on Western Avenue. The Commission presently owns all but three parcels on this block (excluding the three parcels with this request). The Commission activities involved with this property would include acquisition, demolition, site preparation and marketing for redevelopment for both mixed use and mixed scale residential development. With the rest of this block (excluding a single family house and a communication building) cleared and prepped for new development, the ability to acquire and clear the Fred's properties would allow for a better development opportunity for the block. During the demolition process, it is anticipated that a concept site plan would be marketed to area developers to move forward development on this block. Coveleski Park -North Development Block GMS Realfy-Toyota Properties 300 & 400 block of Western Avenue (10 parcels) Current Assessed Value: $1,358,900.00 Current Property Tax Value: $56,552.00 Projected Site Redevelopment Costs: $1,500,000.00 Former Schilling's Camera Store 325-329 S Lafayette Boulevard (1 parcel) Current Assessed Value: $230,500.00 Current Property Tax Value: $9,592.00 Projected Site Redevelopment Costs: $500,000.00 Nor Systems Inc. Computer Store 301 S Lafayette Boulevard (1 parcel) Current Assessed Value: $161,400.00 Current Property Tax Value: $6,717.00 Projected Site Redevelopment Costs: $325,000.00 Located in the two square block area between William, Western, Lafayette and Wayne, the twelve parcels identified above house the former Gates Toyota Sales lot and sales building, the current Gates Service Center building, the former Schilling's Camera store building, and the Nor Systems Inc. Computer Store building. The purpose for placing these properties on the acquisition list at this time is twofold. First, the Coveleski Park plan has identified the North Development Block for mixed use development and the action to add the properties to the acquisition list would be consistent with the plan. The vacation of the Gates Toyota sales and service use from the site coupled with the vacation of the Schilling's building would allow for a large percentage of the area to be acquired in the event that a large format user were to be interested in an urban location. The total area of the Development Block is about 5.8 acres and would be a great complement site to the smaller 3.2 acre East Development Block located on the former Studebaker Museum block between Lafayette and Main. The second reason for placing the properties on the list now is to allow for controlled acquisition in this area. The former Gates Toyota building and sales lot and the former Schillings building sit vacant and deteriorating. Due to changes in his business model, the Fred's Transmission property will soon be vacant. The opportunity to acquire and control these sites, in addition to the land acquisition already done by the Commission on the south side of Western Avenue, allows for a more controlled site area as we begin the process of approaching developers and builders about opportunities in this area. Additionally, with the ownership of these properties, we can also begin to implement other project goals like streetscape planning, two way traffic conversion and other plan elements. SUMMARY Staff would request that the Commission direct staff to develop the appropriate documentation to begin the public process to add 17 parcels to the acquisition list for the South Bend Central Development Area. The majority of the properties proposed for addition to the acquisition list are properties identified within the Coveleski Park plan and the inclusion of The Manor parcels are consistent with the larger redevelopment goals for William Street of removing buildings with inconsistent land uses. The amendment is reasonable and appropriate when considered in relation to the plan and the development goals of the South Bend Central Development Area.
