OF THE CITY OF SOUTH BEND, INDIANA, AMENDING ORDINANCE N0.8808-97 ADDRESSING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS FOR MEMBERS OF THE SOUTH BEND POLICE DEPARTMENT FOR CALENDAR YEARS 1998, 1999, 2000 AND STATEMENT OF PURPOSE AND INTENT On July 28, 1997, the South Bend Common Council passed Ordinance No. 8808- 97 which fixed and established the annual pay and monetary fringe benefits of sworn members and officers of the South Bend Police Department for the calendar years 1998 through 2001. Since the passage of the Police Department salary ordinance in 1997, the South Bend Police Department is now ready to undertake a reorganization of its Investigative Division in a continuing effort to attract qualified individuals and address pay inequities which have arisen over the years. Ordinance No. 8808-97 is hereby amended by the inclusion of new paragraph S, which shall read in its entirety as follows: S. Detective Classification Pay. i. Sworn members holding the rank of Corporal and assigned to the Investigative Division of the Police Department on a full time basis who are qualified shall be entitled to receive the following additional pay: Investigator Level 1998 1999 2000 2001 Level III $2,163 $2,163 $ 2,163 $ 2,163 LevelII $ 900 $ 900 $ 900 $ 900 Said pay amounts shall be retroactive and become effective January 1, 1998, with said pays being paid on a divisible amount which is paid on a bi-weekly basis. Said amount shall be prorated in any year a qualifying Corporal retires, resigns, or otherwise leaves employment. Corporals shall receive pay for only the highest level for which they have qualified. ii. Sworn members hold the rank of Sergeant and assigned to the Investigative Division of the Police Department on a full time basis on January 1, 1998 shall be entitled to receive the following additional pay: Investieator Level 1998 1999 2000 2001 Level III $ 663 $ 663 $ 663 $ 633 Substitute Bill No. 13-98 Page 2 Said pay amounts shall be retroactive and become effective January 1, 1998, with said pays being paid on a divisible amount which is paid on a bi-weekly basis. Said amount shall be prorated in any year a qualifying Sergeant retires, resigns, or otherwise leaves employment. iii. The Detective Classification Pay shall be subject to the terms and conditions established by the Board of Public Safety Resolution No. 17-1998 which was adopted on February 11,1998, and any amendatory Resolutions thereafter. i n II. The tier system will regulate possibilities for future advancement within the Detective Bureau. This system will also reward officers for their experience and excellence. We have contracted with a consulting firm to test Level II and Level III Investigators which has been court tested and validated. Thank you in advance for your consideration in this matter.
