AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH
BEND, INDIANA, AMENDING CERTAIN MONETARY FRINGE BENEFITS
FOR FIREFIGHTERS OF THE CITY OF SOUTH BEND DURING THE
CALENDAR YEARS OF 1998, 1999 AND 2000.
Statement of Puroose and Intent
In 1996, the South Bend Common Council passed certain ordinances fixing the
annual pay and monetary fringe benefits of Firefighters of the South Bend Fire Department
for the calendar years 1997 through 2000.
Since the passage of the Fire Department Salary Ordinance of 1996 the South
Bend Fire Department has determined it to be beneficial to have a position for a full time
instructor on the Department. The South Bend Fire Department is further exploring the
possibility of creating a position of Firefighter Recruit forthose individuals who are in there
conducting their initial training, but have not yet been sworn in as members of the Fire
Department.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, as follows:
Section I. Full Time Instructor and Firefighter Recruit PaX
Paragraph (a) of Section II of Ordinance No. 8696-96 shall be amended by adding
the following classifications:
Salary Classifications 1997 1998 1999 2000
Full Time Instructor 0 $32.000 $33.300 $35.015
Firefighter Recruit 0 $23,000 $24,250 $25,500
Section II. Amendment to Special Response Team Paw Paragraph (b) of Section III of
Ordinance 8696-96 shall be amended by adding the following classification:
S ecialty Response Teams 1997 1998 1999 2000
Team Leaders 0 $400.00 $400.00 $400.00
Section III. Amendment to Instructors Paw Paragraph (c) of Section IV of Ordinance
8696-96 shall be amended to read as follows:
"Instructors: Shift instructors qualified and selected to teach on-duty
in-house instruction programs for rookie schools, driving,confined
space rescue, rope techniques, water safety, watercraft techniques, CPR,
and other authorized departmental instruction, shall be paid at the rate
of $10.00 per hour up to a $1,500.00 maximum with any. teaching
thereafter requiring the approval of the Fire Chief. Other instructors
qualified and selected to teach on-duty in-house instruction programs
for rookie schools, driving, confined space rescue, rope techniques,
water safety, watercraft techniques, CPR, and other authorized
departmental instruction, may be paid at the rate of $10.00 per hour,
upon the approval of the Fire Chief. Said hourly rate shall be paid over
and above the individual's salary classification and shall be paid
consistent withthe applicable regulations of the State Board of Accounts.
A~ull Time Instructor shall be ineligible for any pay under this subsection."
Section IV. Effective Date. This Ordinance shall be in full force and effect from and after
its passage by the Common Council and approval by the Mayor.

During the passage of the salary ordinance in 1996, fixing annual pay and monetary fringe
benefits for firefighters (1997-2000), specialty pay for the Special Response Team Leaders were
mistakenly not put in the salary ordinance.
