AN ORDINANCE APPROPRIATING $3,749,000 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE
EXPENSES OF THE DEPARTMENT OF COMMUNITY AND ECONOMIC
DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED
SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1999,
TO BE ADMINISTERED THROUGH THE DEPARTMENT OF COMMUNITY AND
ECONOMIC DEVELOPMENT.
Statement of Purpose and Intent:
The government of the City of South Bend, in partnership with the City's private sector
and residents, is committed to the goal of improving the "quality of life" in the City, its
neighborhoods, and for its residents. As part of this commitment to a comprehensive community
development and improvement program, the City of South Bend, through its Department of
Community and Economic Development, will apply for and anticipates receiving on or about
January 1, 1999, the approval of the United States Department of Housing and Urban
Development to expend $3,749,000.00 in the execution of certain housing
rehabilitation/assistance, code enforcement, public improvement, neighborhood development,
public service, and general program planning and development activities. In order to implement
the aforementioned activities, funds are required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, as follows:
SECTION I. The sum of $3,749,000.00 is hereby appropriated for the program year
starting January 1, 1999, from the City of South Bend's Community Development Block Grant
Fund (Program Year 1999). The appropriation shall be used as approved by the United States
Department of Housing and Urban Development under Title Twenty-four (24) of the Code of
Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development
Program Year 1998. This appropriation shall be administered by the Department of Community
and Economic Development and its designated subgrantees and will be distributed as set forth
below:

SECTION II. No costs will be incurred or funds expended for any of the activities
addressed in this ordinance prior to completion and subsequent certification of the
Environmental Review Process specified in Title Twenty-four (24) of the Code of Federal
Regulations, Part Fifty Eight (58) containing the Environmental Review Procedures for the
Community Development Block Grant Program, and an official release of funds received from
the United States Department of Housing and Urban Development.
SECTION III. This Ordinance shall be in full force and effect from and after its passage
by the Common Council and approval by the Mayor.

Dear Council Member:
The attached bill for your consideration and approval will appropriate $3,749,000 in 1999
Community Development Block Grant funds. This action complements the transfer of $766,300
in reprogrammed funds and together they allocate new funds in accordance with the 1999
Housing and CommuniTy Development Plan. They, in addition to the Section 108 funds
appropriated under ordinance #8884-98 on 2/9/98, will be spent in 1999 on the projects
specified. As discussed in February at the passage of the Section 108 ordinance, we have
proceeded with the $150,000 for the Center for the Homeless and the $450,000 for the LaSalle
Recreational Center in 1998, but not the redevelopment activities at Main & Jefferson. Given
the delay in receipt of the Section 108 dollars, those projects may be funded from CDBG and
some of the projects appropriated for CDBG funding maybe funded from Section 108.
As we discussed with the Community & Economic Development Committee on September 23rd,
the 1999 HCD Plan underwent a 30-day public comment period in October. In addition, the
1999 HCD Plan was the subject of two public hearings held on October 15, 1998. Comments
received during the comment period and public hearings were taken into consideration in
developing the final 1999 HCD Plan.
