A ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
AMENDING CHAPTER 20, ARTICLE 6, SECTION 20-72 ENTITLED "METHOD OF PARKING;
PARALLEL AND ANGLE PARKING" OF THE
SOUTH BEND MUNICIPAL CODE
STATEMENT OF PURPOSE AND INTENT
The Indiana State Legislature enacted Public Law 60-1998 which became effective on July 1,
1998. Section 1 of that Public Law addressed parallel parking requirements and created an exception
for motorcycles.
The codified version of this new state law is located at Indiana Code § 9-21-16-7, Q b.
This ordinance would amend the South Bend Municipal Code by creating an exception to the
local parking regulations by creating an exception for motorcycles from the current method of parking.
Such an amendment would bring the local regulations in compliance with the new state law, which is
deemed to be in the best interest of the public.

SECTION I. Chapter 20, Article 6,Section 20-72 of the South Bend Municipal Code is amended to
read in its entirety as follows:
Sec. 20-72. Method of Parking; Parallel and Single Parking-Exception for
Motorc,, cam.
~a,L, No person shall stop, stand or park a vehicle other than parallel to the curb and not more
than twelve (12) inches therefrom except where otherwise indicated by this chapter or where the street
is marked for a different method of parking.
SECTION II. This Ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

We are pleased to introduce for your consideration a Bill which would
James Aranowski amend § 20-72 of the South Bend Municipal Code addressing parallel and
First District angle parking. This Bill would create an exception for motorcycles from these
provisions which would be consistent with the new state law which took effect
Charlotte Pfeifer on July 1, 1998.
Second District
By way of a copy of this Bill to the Captain Larry Blume of the South
Roland Kelly Bend Police Department and to Mr. Carl Littrell of the Bureau of Traffic and
Third District Lighting, we are apprising them of this proposed change and invite them to the
Health and Public Safety Committee meeting on November 23, 1998 when the
John Broden Bill will be discussed.

We would also like to thank members of ABATE of Indiana, Inc. for
David Varner bringing this matter to our attention. We welcome any of their members to this
Fifth District upcoming Committee meeting for their input on this important topic.
