Dear Mr. Coleman:
In accordance with recent changes in the purchasing laws of the State of Indiana, I am
proposing the attached ordinance and resolutions to the South Bend Common Council for
approval. '
The Purchasing Ordinance will establish the Mayor as the Purchasing Agent for the City of
South Bend in accordance with I.C. 5-22-4-5. The Mayor will then have to designate, in writing,
individuals to be purchasing agents.
One Resolution promotes the purchase of supplies manufactured in the United States as
required by I.C. 6-22-15-21. The other Resolution adopts general rules for purchasing covering
the protection of offers, evidence of financial responsibility, modification and termination of
contracts, small purchases, purchase of services and small business set-asides.
If you wish, I would be happy to discuss the change in purchasing laws further.
