Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark under Ordinance No. 5565-73, as amended to wit: Lots # 7 and 8 Vails Subdivision Whereas the Historic Preservation Commission of South Bend & St. Joseph County has recommended the designation of the PROPERTY as an historic landmark.. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. that the above described PROPERTY be,and it is here designated and established as an Historic Landmark under Ordinance No. 5565-73, as amended. Jefferson Street,-South Bend, Indiana. The property is described as lot 7 of Vails Subdivision Block 1. ' . John E. Fisher, one of South Berids earliest attorney's, sold lot 7 of Vails Subdivision, block 1, to George V. Glover in 1887. Constructing on the house that is presently on the site 'began in. 1888._ .George V. Glover was a. .pioneer of .South Bend,- he came to this area from Minnesota ,in 1856 where he had been a farmer.-Upon his arrival Mr. Glover engaged in farming, this. continued until 1860 when he became the- Deputy ..Sheriff of St. Joseph County,. under Sheriff Soloman W. Palmer. He served as Deputy until 1868 when he was elected .Sheriff. Mr. Glover held this office from 1868 to 1872, after which he became a cashier for the Birdsell Manufacturing Company. He retired from Birdsell in the 1$80s at which time he .moved his family. into their newly constructed house located at 127 Franklin Place. Mr. Glover resided. there until his death in 1913. -The house was inherited by his wife,-Ella, who continued to live in the house until 1919. when she sold it to Abraham I. Eder, and moved to yiichigan to live with her niece. Abraham I. Eder was the ,president of the City Window Cleaning. Company. He and his wife,. Sadie, resided. in the house until the mid 1940s, when his son, Samson Eder moved in..Abraham Eder officially sold the house to his sori in 1948. Samson Eder was the president of the South Bend Window Cleaning Company, ~ ' taking over when his father retired. He eventually left this position to become the chairman for Acme Services Corporation. Abraham Eder lived there with his wife, Beatrice Washun Eder, until 1952 when .he sold the house to the current owner Mrs. Vera Reaves Yeager. Mrs. Yeager, lived in bhio and used the property as a rental. In 1991 she transferred the ownership of the property into .the Yeager.. Family Trust, which is controlled by her daughter, i~iarilyn Proctor. ARCHITECTURAL DESCRIPTION The house is a two story irregular Ell shape., with a brick foundation and a cross gable clipped -roof that is covered in asphalt shingles. The walls are framed in wood and covered with asphalt shingle siding. The house has one over one double hung and 12 over 12 double hung .windows. Both the windows and the .front entrance door have molded entablatures. The front porch is a full length wrap around with wood balustrades and doric columns set on brick piers. In 1948 a one and a half story shed addition was added to the right front of the house. (129 Franklin Place) HISTORIC CONTEXT This property is located on the northwest corner of Franklin Place and West - Jefferson Street, South Bend, Indiana. The property is described as the west ' 44.1' of lot 8 Veils Subdivision Block 1 of South Bend. William W. Brick purchased lot 8 of Veils Sub Block 1 from Rudolph Ruppurt in 1867 and built a brick house on the site a year later. ~1r. Brick retired as a ..farmer upon the completion of this house and lived there with his third wife, Elizabeth Calvert, until his death in 1882. Mr. Bricks son-in-law, William .Kizer, rented the house out until 1888 when he sold it to John C. Stover. John .C. Stover was a~whole sale lumber dealer with his own lumber yard. He married Nora Soseman in 1880 and-had two children. ti1r. Stover demolished the ' existing brick structure in _1896 and built a Queen Anne style house, which currently exists on the property. He resided there until his death in the ' mid-1930s, after which, his son, Burton Stover, inherited the house. Burton Stover rented the house out until 1939 when he sold it to the First Federal Savings & Loan Association. They continued. to rent the house out until 1945 when it was sold. to Frank Carpenter. Mr. Carpenter lived in the house for a year, selling it to Vera C. & Ford Reaves in 1945. Mr. Reaves resided in the house until his death. Mrs. Reaves eventually remarried and transferred the property into her 'married name, Vera C. Yeager, in 1971, by this time .Mrs ., Yeager lived in Ohio and was using the house as a rental. In 1991 Mrs. Yeager transferred the ownership of the property into a .family trust which is controlled by her daughter, Marilyn Proctor of Ohio.. ARCHITECTURAL DESCRIPTION This is a two and a half story Queen Anne style house wir_h a brick foundation and one-brick chimney piercing the center of the building: The house has an asphalt shingle covered gable and hip roof combination with an octagonal roof over the tower. The roof also has eave returns at the .gables, fascia and bracketed eaves under the tower.. The walls 'have 6" wide clapboard siding on the first floor and 4" wide clapboards on the .second floor. There is a horizontal trim piece. between floors- and~at the bottom of the gables. The porch is made of wood with. wood balustrades and columns supporting an entablature with dentilation detail. There is a small side porch facing W. Jefferson Street that replicates the front porch. Both_ have new poured concrete cement steps. The front door is made of wood with a single pane of glass, protected by an aluminum storm door. The majority of the houses windows are wood framed one over.one double hung with deep wood lintels.- The third .story, or attic, has multi-paned fixed windows with one half circle window located in the south gable. The central feature of the house is its tower located on the southeast corner of. the house. This tower boasts wood siding, one over one curved glass windows, third story multi-paned windows and wide- wood paneled trim under the eaves. (407-409 West Jefferson) HISTORICAL CONTEXT This property is located on the north side of West Jefferson Street between Franklin-Place and South William, adjacent to a north/south alley, South Bend, Indiana. The property is described as the east half of lot 8 Vails Subdivision Block 1. John C. Stover purchased all' of lot 8 Vails Sub Block 1, from the estate of William W. Brick, a prominent farmer, in 1888. Mr. Stover was a whole sale lumber dealer and owner of a lumber yard. In 1896 Mr. Stover demolished the structure at 129 Franklin Place and built the currently existing.Queen Anne structure as_his permanent residence. In that same-year he also built an American Four Square style two unit apartment house on the east half of the lot, facing W. Jefferson. Mr. Stover rented the. units to various tenants, for residential use as well as office space.' He owned the house until his death in 1939 at which time .the .house was inherited by his son, Burton H. Stover, a banker. Burton Stover formed a trusteeship with Francis Jackson, Ernest McErlain and the Indiana Savings & Loan Association, that specialized in the buying, selling, and renting of various properties:. This trusteeship rented the house at 407-409 W. Jefferson .Street to numerous short term tenants .until 1945 when it' was sold to Franlc Carpenter, an employee of the Oliver Corporation. i~ir. Carpenter owned the .property until 1971 when he sold the house to Vera C. Yeager: Mrs. Yeager retains this property as well. as 127 & 129 Franklin Place as rentals. The ownership of the properties was placed in a trust "in 1991 which is controlled by 'hrs. Yeager`s daughter, Marilyn Proctor.. ARCHITECTL'P~1L DESCRIPTION This is a -three 'story American Four Square style house with a brick foundation and chimney. The walls have clapboard siding, cornerboards, a flared second story and wood shingled dormers. The house has a steeply .pitched hipped roof with dormers on either side and a central wall dormer facing W. Jeffersoc~. The front porch spans the full width of the .house with a hipped roof, central gable, wood columns on brick piers, wood balustrades and lattice work at the base. The house contains one over one double hung windows with molded heads and tow glazed front doors. M, . RECONID4ENDATION Based on the Historic Preservation Commission`s Local Landmarks Criteria as adopted by the Common. Council, the potions of the sites at 407-409 W. Jefferson and 127 and 129 Franklin Place has been recommended. to the Common. Council for designation as a Local Historic Landmark by Historic Preservation. -- Commission. The buildings meet the criteria in at least four areas:' • 1.) Its character, interest or value as part of the development, heritage, or culture of the. City of South Bend or St. Joseph .County, the State of Indiana, or the United States of America. 2.) Its embodiment of elements of architectural design, detail, materials, or ' craftsmanship which represents an .architectural characteristic or. innovation. 3.).Its suitability for preservation. 4.) Its identification with the life of a .person or persons of~ historical significance. The buildings fulfills criteria 461. as these and other Franklin Street houses are the remaining house structures closest to downtown indicating the limits of this residential neighborhood and its margins to the historical downtown at the turn of the Twentieth Century. The buildings fulfills criteria 4k2 as excellent examples of a turn of the century single and multi-family Queen Anne, Irregular E11 and American Four Square style houses. Their architectural designs are apparent in their various roof configurations, their use of friezes, shingle and clap board siding, columned front porch, flared stories, towers and window types. The buildings are rated as follows: 127 Franklin Place is a Contributing nine; I29 Franklin Place is a Significant eleven-.and 407-409 W. Jefferson is a Contributing ten in the Indiana Historic Sites and Structures Inventory. The buildings fulfill criteria 4k3 by the integrity. of their original construction with only minor alterations and their proximity to each other. The .buildings fulfill crite"ria 4k4 by their association with prominent lumber dealer John .C. Stover and St. Joseph- County Sheriff and pioneer, George V. Glover. Both were well known and respected men and pioneers of South Bend. Staff finds that the buildings meet the criteria for designation as a Local. Landmark-and recommends that the commission so recommend the buildings to the common council for such designation. DBD 8/17/97. The purpose of this ordinance is to establish the property at the northwest corner of Franklin Court and Jefferson Boulevard as an Historic Landmark. The described real estate has several addresses but has been proposed as a single landmark due to the concentration of development at this location within a single rectangular block of real estate which is easily described by platted lot(s) and which exists under consolidated ownership. The area was deemed by the Historic Preservation Commission to be of insufficient area and resource count as to be addressed as an Historic District. The Historic Preservation Commission has recommended designation of this property to the Common Council at its meeting of August 17, 1998. The owner of the property has provided consent for such designation by signing the standard consent for designation of a Local Landmark which is on file in our office. A copy of the Staff `s favorable review and recommendation regarding designation of this property is also enclosed. rs ly David B. The staff has determined that designating these properties as landmarks does not conflict with any public works or redevelopment projects at this time.
