Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark under Ordinance No. 5565-73, as amended to wit: Lot # 3 Studebaker's Subdivision Whereas the Historic Preservation Commission of South Bend & St. Joseph County has recommended the designation of the PROPERTY as an historic landmark. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. that the above described PROPERTY be,and it is here designated and established as an Historic Landmark under Ordinance No. 5565-73, as amended. Section 2. The this ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor and its publication. The purpose of this ordinance is to establish the property at 617 West LaSalle Street as an Historic Landmark. The described real estate is lot 4~3 Studebaker's Subdivision. The Historic Preservation Commission has recommended designation of this property to the Common Council at its Public Hearing on September 21, 1998. The owner of the property has provided consent for such designation by signing the standard consent for designation of a Local Landmark which is on file in our office. A copy of the Staff's favorable review and recommendation regarding designation of this property is also enclosed. LaSalle l CURRENT PHOTOGRAPH ,, .. ~' 617 West LaSalle Historical Context This property is located on the north side of West LaSalle between North Scott Street and North Taylor Street, in South Bend, Indiana. It is described as being lot 3 Studebaker Subdivision to South Bend. The present building was moved to lot 617 W. LaSalle from 404 N. Lafayette some time during the early 1980s. The house proposed for landmark status was built in 1895 on lot 205 O.P. of South Bend, it replaced an earlier structure at this site. Mrs. Evaline Patterson purchased lot 205 of the Original Plat of South Bend from Mr. & Mrs. James Heck in 1872 and built a modest 1 1/2 story frame house. She resided there until 1892 when she sold the property to Charles L. & Emma Goetz for $4,600.00. Mr. Goetz replaced the previous house with the present Queen Anne dwelling. Mr. Goetz was born in Rome, New York, in 1859 and began a trade in the cigar business at age fourteen. He came to South Bend in 1881, and resumed work in the cigar business. By 1885 Mr. Goetz had started his own cigar business which soon employed up to 35 people. The business was named, Goetz Cigar Company, it was located at 307 W. Jefferson Boulevard. Mr. Goetz married Emma Klingel, daughter of a German pioneer, and settler at 404 N. Lafayette in 1895. Mr. Goetz was elected Mayor of South Bend in 1910 and served in this office until his death in 1915. Mrs. Goetz continued to reside at this address until here death in 1932. Upon her death the house was inherited by their son, Philip K. Goetz. Philip owned the house until 1943 when he sold it to Dr. Richard W. & Lillian Holdeman who continued to own the house until the late 1970s. This house remained at 404 N. Lafayette until the early 1980s when it was moved to 617 W. LaSalle. The structure previously located at the new site was removed along the a garage, around 1972. Prior to its removal the house was owned and occupied by William & Eva Swaney, an assistant Street Commissioner in South Bend. They both resided in this house until their deaths, Mr. Swaney in 1960 and Mrs. Swaney in 1969. The house was then sold by executor, J. Clifford Potts, to Chris A. Brooks in 1972. At some point over the next ten years Mr. Brooks sold the house to Oscar T. Brookins, a professor at Notre Dame, and his wife, Kathryn. It is believed that at some point Mr. Brookins came to own both lot 3 of Studebakers Subdivision and the house at 404 N. Lafayette, and that sometime shortly after 1980 he had the house in question moved to the new site on LaSalle Street. Mr. Brookins owned this house on the new site until 1994 when he sold it to C.O. Phillips, who in turn sold it to the Society National Bank of Indiana in 1996. They owned the house for a year, selling it to the current owner, Jeffrey M. Berndt in 1997. ARCHITECTURAL DESCRIPTION This is a two and a half story Queen Anne style house with three inch clap board siding, flared out between the first and second stories. The central chimney is made of brick with corbeling and toped by a large metal flue cap. The house has a 12/12 pitch pyramid roof with intersecting gables, bracketed overhangs and a molded frieze board. The house also boasts a double leaf glazed wood paneled door with simple jamb and molded entablature. The majority of the windows are wood 1/1 double hung with simple wood jambs, sills and molded entablature. However, there is an elaborately divided pair of fixed windows above the entry and an arch shaped picture window located in the first story with a key stone type element at the very top. The house has a front wooden entry porch with wood steps, sets of three wood supports,a lattice decorated pediment and bracketed eaves. RECOMMENDATION Based on the Historic Preservation Commission's Local Landmarks Criteria's adopted by the Common Council, the building at 617 W. LaSalle has been recommended to the Common Council for designation as a Local Historic Landmark by Historic Preservation Commission. The building meets the criteria in at least three areas: 1.) Its embodiment of elements of architectural design, detail, materials, or craftsmanship which represents an architectural characteristic or innovation. 2.) Its suitability for preservation. 3.) Its identification with the life of a person or persons of historical significance. The building fulfills criteria #1 as an excellent example of a middle class Queen Anne style house. The building is rated a significant twelve in the Indiana Historic Sites and Structures Inventory . The building fulfills criteria #2 by the integrity of its original construction with very minor changes to the facade and that it is an excellent example of a Queen Anne style house from the 1800s. The building fulfills criteria #3 by its association with Charles L. Goetz. Mr. Goetz was a prominent South Bend Businessman with his own cigar company on W. Jefferson and was Mayor of South Bend from 1910 to 1915. Staff finds that the building meets the criteria for designation as a Local Landmark and recommends that the Commission send such a recommendation to the Common Council. RLS 9/14/98
