JOSEPH STREET HISTORIC PRESERVATION DISTRICT. STATEMENT ~ PURPOSE AND INTENT To ESTABLISH An Historic Preservation District, to be known as the North St. Joseph Street Historic Preservation District, with such uses as permitted in Section 21-36 of the Municipal Code of the City of South Bend, for the purpose of preserving the architectural, historical and cultural significance and educational value of the described area. follows: NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana as SECTION 1 Ordinance NO: 4990-b8, as amended, which ordinance is commonly known as the Zoning Ordinance of the City of South Bend, Indiana, be and the same hereby amended in order that the zoning classification of the following described real-estate in the City of South Bend, St. Joseph County, State of Indiana: A parcel of land located in the southwest quarter, section 1, Township 37 North Range 2 East to be designated as an Historic Preservation District in the City of South Bend, St. Joseph County, Indiana ,more particularly described as: Beginning at the intersection of the west right-of--way of St. Joseph Street and the South right-of--way line extended of Hammond Place; thence east along the south right-of--way line & the south right-of--way line extended of Hammond Place to the northeast corner of Lot 48 of Hammond and Whitcomb Addition to the City of South Bend, St. Joseph County, Indiana; thence south along the east line of said Lot 48 to the centerline of the first east- west alley north of Navarre Street; thence west along the centerline of said alley to the east line extended of Lot 50 of said subdivision; thence south along the east line and the east line extended of said Lot 50 to the north right-of- way line of Navarre Street; thence southwesterly to the intersection of the south right-of--way line of Navarre Street and the northeast corner of Lot 63 of said subdivision; then south along the east line of said Lot 63 a distance of 90 feet, more or less; thence east parallel with the right-of--way of Navarre Street a distance of 25 feet, more or less; thence south parallel with the east line of said Lot 63 to the north right-of--way line of the first east-west alley south of Navarre Street; thence southeasterly to a point on the north line of Lot 64 of said subdivision, which point is 66 feet more or less, east of the east right-of--way of 5t. BE AND THE SAME IS HEREBY established as an Historic Preservation District with such uses as permitted in Section 21-36 of the Municipal Code of the City of South Bend, Indiana, and shall be designated the North St. Joseph Historic Preservation District. Reasons for Historic District Designation: • Extend the current historic district designation in the Riverbend Neighborhood to the western boundary of the area. • Place protection on the properties in order to stabilize the western boundary of the neighborhood from further deterioration and commercial encroachment. • Encourage historically appropriate residential rehabilitation. • Provide a source of pride and protection to homeowners in the Riverbend neighborhood. DUDA CRYCLER~~ CO. BEHD~ Ica. Please find attached two amendments to the Municipal Code establishing new Local Historic Preservation Districts. The first amendment designates the North St. Joseph Street Historic District adjacent to the previously established River Bend Historic District. This designation is being initiated by the Near Northwest Neighborhood Inc. which is presently a major property owner in the proposed district. Their application for designation is attached. The second amendment designates the Taylor's Field Historic District which was recommended in the South Bend Summary Report of the Indiana Historic Sites and Structures Inventory (1993) under the name of South St. Joseph Street Historic District. This designation has been recommended by the Historic Districts Committee of the Historic Preservation Commission. The new name has been assumed to provide more descriptive historical context for this district and to better distinguish between the two proposed districts. I have made preliminary presentation of this designation to the Zoning & Annexation Committee of the Common Council. Neither of these ordinances has received Public Hearing or recommendation from the Historic Preservation Commission at this time. However, in the interest of speedy consideration of these proposals, we wish to initiate the ordinances for referral to our commission. The commission will in the meantime be developing the guidelines to be applied in the regulation of the districts.
