WHEREAS, the Common Council of the City of South Bend, Indiana, has adopted a Declaratory Resolution designating certain areas within the City as Economic Revitalization Areas for the purpose of tax abatement consideration; and WHEREAS, a Declaratory Resolution designated the area commonly known as 2820 Viridian Dr., South Bend, Indiana, and which is more particularly described as follows: Parcel of land, in the Southeast quarter of Section 28 of the Airport Industrial Park containing approximately 1.75 acres. and which has Key Number 25-1010-040029, as an Economic Revitalization Area; and WHEREAS, notice of the adoption of a Declaratory Resolution and the public hearing before the Council has been published pursuant to Indiana Code 6-1.1-12.1-2.5; and WHEREAS, the Council held a public hearing for the purposes of hearing all remonstrances and objections from interested persons; and WHEREAS, the Council has determined that the qualifications for an economic revitalization area have been met. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The Common Council hereby confirms its Declaratory Resolution designating the area described herein as an Economic Revitalization Area for the purposes of tax abatement. Such designation is for Personal property tax abatement only and is limited to two (2) calendar years from the date of adoption of the Declaratory Resolution by the Common Council. SECTION II. The Common Council hereby determines that the property owner is qualified for and is granted Personal property tax deduction for a period of five (5) years, and further determines that the petition complies with Chapter 2, Article 6, of the Municipal Code of the City of South Bend and Indiana Code 6-1.1-12 et sec . Dear Council Member Kelly: Please find attached the Department of Community & Economic Development's report on a personal property tax abatement petition for the above referenced petitioner. The prof ect calls for the acquisition and installation of new machinery and equipment at the company's South Bend Facility at 2820 Viridian Dr. Also attached is a copy of the petition, Statement of Benefits form and supporting information. The report contains the Department's findings relative to the above petition. Mack Tool & Engineering, Inc. will be purchasing and installing new machinery and equipment. The total project cost is estimated at $1,957,530. The project meets the qualifications for five (5) year personal property tax abatement and a representative from Mack Tool & Engineering, Inc. will be available to meet with the Committee on Monday, Apri124, 2006. KENDALL EXECUTIVE DIRECTOR TAX ABATEMENT REPORT TO: SOUTH BEND COMMON COUNCIL FROM: Kathy Hahn SUBJECT: PERSONAL PROPERTY TAX ABATEMENT PETITION FOR: Mack Tool & Engineering, Inc. 2820 Viridian Dr. South Bend, IN 46628 DATE: April 12, 2006 On April 4, 2006, a petition for personal property tax abatement consideration for property located at 2820 Viridian Dr. was filed with the City Clerk by Mack Tool & Engineering, Inc. of South Bend. Pursuant to Chapter 2, Article 6, Section 2-77 of the Municipal Code of the City of South Bend, this petition was referred to the Department of Community and Economic Development for purposes of investigation and preparation of a report determining whether the area qualifies as an Economic Revitalization Area pursuant to I.C. 6-1.1-12.1 and whether all zoning requirements have been met. The Department of Community and Economic Development has reviewed the petition (a copy of which is attached), investigated the area and makes the following report. PROJECT SUMMARY The petitioner is a prototype and experimental precision machining parts business in the aerospace and medical industries. The new machines are a Mazak Variaxis, two Mazak Intregrex 200's, an ADF washer, three Haas Mini Mills, and two palleting systems. With the addition of this equipment their productive capacity will increase approximately 25 percent. The expansion of capacity will generate additional revenue and create five new jobs. April 12, 2006 Page 2 EMPLOYMENT IMPACT Per the petition, this project will create five (5) new, permanent jobs within the first year, representing a new annual payroll of $200,000. There are currently fifty-four (54) employees with an annual payroll of $3,352,746. ABATEMENT QUALIFICATION 1. Because of it's size, versatility and portability it is well suited for a variety of cleaning applications. This `' washer is used extensively in work cell type applications. ~T' The basket is vinyl coated for .` ~ protection of machine surfaces ~__ ~"` and precision parts and can be l ~; adapted to hold all types of parts. If it is required that a part be positioned or fixtured for proper cleaning, the standard basket can be used or it can be removed and a custom built fixture or basket used in it's place. The standard or custom baskets can be interchangeable because of the removable feature. Construction of this washer is for heavy duty and continuous operations and utilizes 304 stainless steel for the spray chamber and reservoir tank. There are a variety of options available for the washer, --" including drying, rinsing, oil skimming and a variety of ~ ~ electronic controls. By choosing the proper option, you can ~ = ~, tailor the washer for your requirements. ~ o a ~: N ~~ t~ ~ fLl Biodegradable detergents and hot water are the cleaning ~ ~* solution used. Which provide a safe and environmentally ~ friendly solution. ADF detergents include a rust inhibitor for G ~ ° steel parts and is safe on other materials such as brass, `_ aluminum, stainless steel, co peer, rubber, plastic or glass. Filtration of the wash solution is standard with this model, including a primary 100 micron felt blanket filter and a secondary cartridge system. With ratings of 3, 5, 10, 25 and 50 micron, the customer can choose the proper cartridge for his requirements. Simplicity is another feature of the Model 800. The operator places the parts in the basket, closes the lid and activates the push button start switch. For higher volume applications and better ergonomics, an air operated lid option is available. At the completion of the cleaning cycle, the operator can open the lid, remove the parts and start the process over again. If the unit is equipped with the optional air lid, the lid automatically opens at the end of the cleaning cycle. Safety features are included for the washer and the operator. All ADF Washers are equipped with a safety switch so the machine pump is shut down if the machine is opened during operation.
